- The US Environmental Protection Agency (EPA) has a requirement for facility operations and maintenance support services for all EPA locations in the Athens, GA area. This procurement will be made as an 8(a) competitive set-aside. The U.S. Environmental Protection Agency?s National Exposure Research Laboratory in Athens, Georgia occupies two EPA-owned sites. The main facility at 960 College Station Road, situated on 14.91 acres consisting of the Ecosystems Research Division (ERD) Main Building (56,531 sq. ft.), the Office Annex (5,298 sq. ft.), the Environmental Information Annex Building (5,193 sq. ft.), the Facility Maintenance Building (2,880 sq. ft.), the Lifespan Daycare Center Building (8,047 sq. ft.), and several smaller utility buildings and greenhouses totaling 81,942 sq. ft. The Bailey Street Site, located about two miles from the Main Building is located on 6.47 acres, and houses the Field Research Annex Building and 12 other support buildings, totaling approximately 8,372 square feet. The total square footage of buildings at both sites is approximately 90,314 sq. ft. The contractor shall be responsible for the operation, maintenance, and repair services, security guard services, grounds maintenance services, and janitorial services for each of these buildings. The services include, but are not limited to providing all the necessary supervision, personnel, material, equipment, services and facilities to perform the operations, maintenance and repair tasks described as follows: a) Preventive Maintenance Services; b) Corrective Maintenance Services; c) Emergency Repair Services; d) General Support Services; e) Shop Support Services; and f) Administration and Management Services. Additionally, the contractor shall provide security guard services, grounds maintenance services, and janitorial services. In performing this work, the contractor shall comply with all applicable federal, state, and local environmental, safety and health regulations. The contractor shall provide individuals such as program managers, carpenters, HVAC technicians, plumbers, security guards, etc. The associated NAICS code is 561210 "Facilities Support Services" with a size standard of $30 million in average annual revenue. EPA anticipates a firm-fixed price award with a cost line item for repair materials and parts for a 12 month base period of performance and four 12 month option periods. Performance will begin April 1, 2006. The RFP will be issued approximately 10/19/05, and will be available at http://www.epa.gov/oam/rtp_cmd. EPA plans to have a preproposal conference/site visit at the Athens facility with two weeks of the issuance of the solicitation. It will be your responsibility to frequently check the site where the solicitation is posted for any amendments. Proposals will be due at a minimum 30 calendar days after the RFP is issued. Offerors will be evaluated based upon price and technical factors, including past performance, with technical more important than price.
