Description
The Air Force Space and Missile Systems Center, Detachment 12, Vehicle Operations Directorate (SMC Det 12/VO) is contemplating the award of an Indefinite Delivery Indefinite Quantity (IDIQ) contract for Engineering, Development, and Sustainment (EDS 2006) services. Operation and Engineering services will be required to support the RDSMO Space Complex (RSC) at Kirtland AFB; Camp Parks Communication Annex (CPCA) at Dublin, CA; Center For Research Support (CERES) at Schriever AFB, CO; and deployements to world-wide locations. This will be a 9 year and 9 month contract. It will contain a 4 year 9 month basic period with 5 one year option periods. The Basic Ordering Quantity will be a task order for Transition costs only. This acquisition will be procured using Full and Open procedures. Incremental releases of the Draft Request for Proposal, Frequently Asked Questions and other draft documentation may be found at http://www.smc.kirtland.af.mil. A CD with the Bidder’s Library was provided to all Government Contractor attendees at the EDS 2006 Industry Day in June 2005. If a Government Contractor planning to propose has not yet obtained a copy of the Bidder’s Library please contact the POC listed in this synopsis. The Government reserves the right to award without discussions. If discussions are to be conducted, a competitive range may be established which will be comprised of all the most highly rated proposals unless further reduced for purposes of efficiency. The anticipated RFP release date will be late August 2005. The NAICS code is 541710 and the Size Standard is 1,000 employees. Potential Offerors are advised that the work to be performed will require a Top Secret Facility Clearance and the level of safeguarding is Secret. All responsible sources may submit a proposal; however Foreign Owned Firms are requested to contact the Contracting Officer. This announcement is for information and planning purposes only. It does not constitute an RFP and is not to be construed as a commitment by the Government. An Ombudsman has been appointed to hear concerns from potential Offerors. The purpose of an Ombudsman is to receive and communicate concerns from potential Offerors when an Offeror prefers not to use established channels to communicate his/her concern during the proposal development phase of this acquisition. The Ombudsman will communicate certain Offeror issues, disagreements, and recommendations on this acquisition to proper channels. The Ombudsman’s role is not to diminish the authority of the program director or the contracting officer but to advocate an Offeror’s concern on a non-attribution basis.
