Description
Initial Posting (10-3-05) 17. This announcement constitutes a Notice of Contract Action (NOCA) of a proposed contract for between forty-six (46) and fifty-two (52) each F119 Full Rate Production (FRP) Lot 7 Install Engines and Field Support and Training (FS+T). A Sources Sought Synopsis was published for this acquisition in Mar 2004 and subsequently amended in Jul 2005. Deliveries are anticipated to begin in Feb 08 at a rate of approximately five (5) per month. The F119 engine is the power source for the F/A-22 aircraft being developed by Lockheed Martin Aeronautical Systems, Marietta, Georgia. United Technologies Corporation, Pratt + Whitney, is currently the prime contractor for the engineering, manufacturing development, and production of the F119 Engine. The F119 System Program Office (ASC/YFK) at HQ Aeronautical Systems Center, Wright-Patterson AFB, OH proposes to award a contract to Pratt + Whitney, East Hartford, CT to provide between forty-six (46) and fifty-two (52) each F119 Engines and Field Support and Training. This will be awarded pursuant to the authority of FAR 6.302-1 (10 U.S.C.) 2304 (c)(1), "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements". Pratt + Whitney is the only known firm with the knowledge, experience, and technical data to integrate the F119 Engine, without substantial duplication of effort and cost to the United States Air Force (USAF), and unacceptable delays in meeting the USAF requirements. Small businesses are hereby notified of potential subcontracting opportunities. Inquiries about subcontracting opportunities should be directed to the Pratt + Whitney Small Business Liaison Officer: Mr. Vincenzo A. Falcetta, 400 Main Street, Mail Stop 103-58, East Hartford, CT 06108; Phone: (860)565-3382; FAX: (860) 565-1629; email: Vincenzo.Falcetta@pw.utc.com. This effort requires the contractor to manufacture and deliver the F119 Engine as Government Furnished Property (GFP) to Lockheed Martin Aeronautical Systems, Marietta, Georgia in time to meet the scheduled on-dock dates. In addition, there are requirements for FS+T, Engineering Assistance to Production (EAP), and a Producibility and Improvement Program (PIP). A Firm-Fixed-Price/Cost-Plus-Fixed-Fee/Cost-Plus-Award-Fee Type contract is contemplated. The period of performance is Nov 05 through Jan 09.
