- 1. PROJECT DESCRIPTION This project consists of reconstructing 3.8 miles of the Indian Creek Road (FSR 70042). The reconstructed road standard will be upgraded from a 1 ? lane improved native surface to a double lane road with a 30-foot wide subgrade and 8-inch depth of crushed aggregate base surfacing. Existing portions of road to be relocated will include full recontouring and restoration to match adjacent topography. Work will include construction staking; clearing and grubbing; excavation and embankment of unclassified material; treatment of existing road surface; removal and salvage of existing government property; and furnishing and installing and/or placing cross drainage structures, gates, cattle guards, crushed aggregate base (commercial source), fence and seeding. Optional advertised items may include developing gravel pit and producing crushed aggregate base surfacing (substitute for commercially available aggregate) and relocating the existing Indian Springs Road (FSR #70501) to upland location (approximately 2.0 miles). The road standard for the Indian Springs Road will be a single lane with turnouts, a 17-foot wide subgrade, and native surfacing accomplished via linear grading. Work would also include full obliteration and restoration of existing road template (approximately 1.4 miles) to match existing adjacent topography. 2. PROJECT LOCATION This project is located along Wasatch and Utah County boundaries across Strawberry Ridge approximately 35 miles east of Spanish Fork and 50 miles south of Heber, Utah. The project extends from the southeast ? of Section 21, T.9S., R.6E., Salt Lake Meridian to the south ? of Section 10, T.5S., R.12W., Uintah Special Meridian. Show-me trip will meet at the Sheep Creek Snowpark at the intersection of Sheep Creek Road (FSR #70051) and Indian Creek Road (FSR #70042). Access from Spanish Fork is east 25 miles on State Highway 6 to Sheep Creek-Rays Valley Road (FSR #70051) and north 8 miles to Indian Creek Road (FSR #70042). Access from Heber is southeast 25 miles on State Highway 40 to West Side Strawberry Road (FSR#70131), south 14 miles to Indian Creek Road (FSR #70042), and southwest 16 miles to Sheep Creek Road. 3. SITE INFORMATION AND LIMITATIONS The following site conditions are considered incidental to the contract and the contractor will not be paid directly for any of the following items. (a) The Contractor shall provide access for passenger cars. Closure will be limited to a 2 hour delay. (b) Contractor will provide all materials and labor necessary to protect streams, wet or dry, during construction activities. The Contractor will be required to submit an erosion control plan and receive approval from the COR, in writing, prior to the beginning of construction. (c) All construction equipment shall be pressure washed before entering National Forest system lands. The removal of mud and debris from treds, tracks and undercarriage, with emphasis on axles, frame, cross-members, motor mounts, and underneath steps, running boards, and front bumper/brushguard assemblies will be required. The purpose is to reduce or eliminate the transportation of noxious weeds, which is required by Federal and State regulations. 4. SURVEYING Surveying will include all construction staking necessary to complete job including placement of slope stakes (culverts will be staked prior to ordering lengths.), subgrade, and surfacing. The Forest Service will provide the road design and road template data electronically and two hard copies to awarded contractor. In addition, the Forest Service will provide Contractor with two existing benchmark ties. The Contractor will need to provide all necessary surveying to complete the job in accordance with specifications. 5. TRAFFIC CONTROL AND CONSTRUCTION SIGNING No work that endangers, interferes, or conflicts with traffic or access to work sites shall be performed until a plan for satisfactory warning and handling of traffic has been submitted by the Contractor and approved by the COR. Construction signing for traffic control shall conform to the Manual of Uniform Traffic Control Devices (MUTCD). All traffic control signs will be placed in areas adequate for a truck pulling a fifth wheel trailer to be turned around. Contractor shall not be paid directly for this item, rather it will be considered incidental to other items of work listed in the Schedule of Items. The contractor will be required to submit a traffic plan and receive approval from the COR, in writing, prior to the beginning of construction. 6. WORK CAMPS, STAGING AND STORAGE AREAS Areas for staging operations and storage of materials shall be approved by the COR. The Contractor must request in writing for approval from the COR to stage trailers (work or housing) on site. 7. INSPECTION OF WORKSITE The contractor acknowledges they have taken the necessary steps to ascertain the nature and location of work, and have investigated and satisfied themselves as to the general and local conditions that can affect the work or its cost. Any failure of the contractor to take the actions described and acknowledged in this paragraph will not relieve the Contractor from the responsibility of estimating properly the difficulty and cost of successfully performing the work, or for proceeding to successfully perform the work without additional expenses to the government. 8. START DATE Spring 2006 (based on weather, access to site and ground conditions). 9. CONTRACT TIME 150 Calendar Days 10. SPECIFICATIONS The Forest Service, US Department of Agriculture has adopted FP-03, Standard Specifications for Construction of Roads and Bridges on Federal Highway Projects, for construction of National Forest System Roads. The FP-03 is available for downloading at the following URL: http://www.wfl.fhwa.dot.gov/design/specs/fp03.htm. Forest Service Special Project Specifications (FSSS) have been developed to adapt the FP-03 to agency requirements and will be included in contract package. Please call if you want a copy of the location map. There are no set-asides on this project. The range of this project is $1,000,000 to $5,000,000. A 20 percent bid bond will be required.
