- DESC: The U.S. Department of Commerce (USDOC), National Oceanic Atmospheric and Administration (NOAA), and the Southeast Office for Law Enforcement, St. Petersburg, FL intends to award a sole source purchase order, base plus 4 options years to ATL Cold Storage Division, Pensacola, FL . ATL Cold Storage Division has been identified as the only qualified source for monthly storage space of seized evidence. The government currently has over 200,000 pounds of seized product stored at ATL. To be considered facilities must have adequate space in the Pensacola area to store over 200,000 pounds of frozen seafood product preferably in one location for ease of access, evidentiary accountability, minimize the need for numerous contracted storage facilities, security of the seized products, and to decrease the personnel hours and travel expense of the NOAA/NMS agents executing the search warrants. The contractor shall provide cold storage for six lots of frozen seafood products totaling 24 pallets. Provide for storage and access to cold storage facility after or before normal business hours for the purpose of inspection of the lots place under seizure. The space provided should be sufficient to maintain the frozen seafood product so as to retain the quality of the product for future sale. The space should be monitored and secured from potential theft, vandalism or interference by external parties. The accountability and verification of the location of the seized lots of frozen seafood product shall be made available upon request by authorized NOAA/NMFS Special Agents, Federal prosecutors, and/ U.S. District court personnel only. Due to the nature of this action the government will take into consideration the costs for removing, transporting and restacking the pallets of seafood. If no qualified responses are received, the Government intends to contract with ATL Cold Storage Division. This anticipated performance period is for a base and 4 option years. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. The service will be acquired in accordance with Far Part 12 Commercial Items. This is a small business set-aside. The NAICS code for this action is 493110. The size standard is not to exceed $21,500,000.00. Interested parties may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within the (10) days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. All responsible sources may submit a proposal which shall be considered by the agency. Interest parties are to provide the address of cold storage facility; describe capabilities to secure and store the seafood; an estimated monthly cost for storing the products described; references; and estimated cost to remove; transport and restack. Interest firms shall include, in writing, the company name, address, point of contact, telephone number, and business size; a statement regarding their capabilities and qualifications; and any additional supporting literature.
