- Notice of Set-Aside for Service-Disabled Veteran-Owned Small Business Concerns (a) The proposed contract is 100% set aside for award to service-disabled veteran-owned small business concerns. Offers or quotations from other than service-disabled veteran-owned small business concerns will not be considered and shall be rejected. (b) Definitions. As used in this provision: "Service-disabled veteran-owned small business concern"_ (1) Means a small business concern_ (i) Not less than 51 percent of which is owned by one or more service-disabled veterans or, in the case of any publicly owned business, not less than 51 percent of the stock of which is owned by one or more service-disabled veterans; and (ii) The management and daily business operations of which are controlled by one or more service-disabled veterans or, in the case of a veteran with permanent and severe disability, the spouse or permanent caregiver of such veteran. (2) Service-disabled veteran means a veteran, as defined in 38 U.S.C. 101(2), with a disability that is service-connected, as defined in 38 U.S.C. 101(16). VA intends to award an Architect/Engineer contract for design services at the Lebanon VA Medical Center, Lebanon, Pa, for Project #595-06-101, ?Nuclear Medicine Building?. In collaboration with VA staff the A/E firm shall provide a complete set of working architectural, mechanical and electrical drawings and specifications (in both paper form and electronic form) for the project. The Nuclear Medicine Building project will construct a new modular building connected to Building 1 to house a new VA supplied Nuclear Medicine Camera. A/E design is to include all work necessary for design of the project including site, architectural, electrical, mechanical, dust containment, noise containment, equipment requirements, coordination requirements and any other design and submittal review work required to completely describe the work in this job. The A/E shall ensure that the completed design is in full compliance with all applicable codes and VA design guidelines ensuring that all handicapped codes are taken into consideration. Included in this design the A/E shall develop the necessary working drawings, contract specifications, phasing plans and final cost estimates for full and complete construction of this project. CIH services will be required to be furnished by the A/E firm for asbestos and lead abatement design and monitoring during construction. Construction period services will also be required. This notice is issued subject to availability of funds and is not a request for proposal. The NAICS is 541310, Size Standard $4.0 million. Estimated cost range is between $500,000 and $1,000,000. Architect and Engineering Firms who possess experience in this type of design and renovation may submit an SF330 (two copies required) to Benjamin Grogg, Contracting Officer, Lebanon VA Medical Center (125), 1700 S. Lincoln Ave, Lebanon, PA 17042 not later than 2:00 PM EST, November 3, 2005. Qualifications submitted by each firm will be reviewed and evaluated based on the following criteria: Specialized experience and technical competence of firm (including a joint venture or association) with the type of services required; Specific experience and qualification of personnel proposed for assignment to the project and record of working together as a team; Professional capacity of the firm in the designated geographical area of the project to perform work (including any specialized services) within the time limitations; Past record of performance on contracts with the Department of Veterans Affairs and Geographic location and facilities of the working office(s) which would provide the professional services and familiarity with the Lebanon VAMC area.
