Description
This is a SOLICITATION NOTICE. The Contractor shall furnish all equipment, labor, and materials for the exploratory drilling and grouting along the entire length of the proposed cutoff wall location on the Clearwater Dam, Wayne and Reynolds County, Missouri. This type of work is highly technical in nature and will provide enormous amounts of valuable data to be used in the design and construction of the proposed Cutoff Wall Phase II. Related to this effort are several other work items that will be accomplished for Phase I, including clearing and grubbing, work platform and access road construction, excavation and fill placement, and establishing turf. Phase II will consist of construction of the cutoff wall, the length and depth of which will be de termined, in part, by the data gathered during Phase I. Phase II is a separate acquisition that will include construction of additional work platform, as dictated by the work method by the selected contractor, and restoring the site upon completion of the cutoff wall. The estimated magnitude of construction is over $10,000,000. It is anticipated to be a Firm-Fixed-Price Contract. The North American Industrial Classification System code is 238110 and the annual size is $17.million. This solicitation wil l be a Request for Proposal, Best Value, unrestricted. Solicitation issuing date is 4 October 2005, with date for receipt of proposals on or about 18 November 2005. BASIS OF AWARD  Subject to the terms and conditions contained in the solicitation, award will be made to a single Offeror. To be considered acceptable, each offeror shall specifically address each of the evaluation factors. Sufficient detail should be provided to allow for an adequate review of the proposal. The proposal must show clearly that the offeror has an understanding of the working tasks required and has the capability and responsibility to accomplish the project in a timely fashion. No proposal will be accepted that does not contain clear and concise evidence of the Offerors abi lity to provide work in accordance with this solicitation. (a) Evaluation factors are Technical is significantly more important than Pricing. (b) The government will evaluate each proposal strictly in Accordance with its content and will not assume that performance will include areas not specified in the Offerors proposal. The Government is not responsible for information overlooked during evaluation, which is not located in the appropriate proposals section. To ensure that evaluation credit is appropr iately received for proposal material submitted, do not incorporate by reference documents not contained in the proposal. References to other sections of the proposal shall be by specific paragraph number (and name, if applicable), page number and section . (c) Award will be made to the Offeror whose offer will be most advantageous to the Government, considering the evaluation factors stated below. Offerors are cautioned that in the event proposals are found to be substantially equal, price shall govern i n selection of award. (d) All offerors are advised that the Government intends to evaluate proposals and award this contract without discussions with offerors -other than a request for clarifications for the sole purpose of eliminating minor irregularitie s, informalities, or apparent clerical mistakes in the proposal. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary at which time discussions will be conducted with all offerors determined to be in the competitive range. Therefore, each initial offer should contain the offerors best terms from a cost or price and technical standpoint. Do not assume you will be contacted or afforded an opportunity to clarify, discuss, or revise your proposal. (e) Any resultant contract will be based on the Request for Proposal documents including amendments, and contractor's cost/price and management/ technical proposals. After award, the Contracting Officer must approve any proposed changes to the contractors technical proposal. The solicitation will not be available in paper format; however, the Government reserves the right to revert to paper mediu m when determined to be in the best interest of the Government. All documents required for the offer submittal, including amendments to the offer submittal, shall be in paper medium. Electronic medium for submittal of offer will not be allowed. The Federal Techn ical Data Solution FedTeDS provides a secure on-line request and dissemination management system. FedTeDS serves the Federal acquisition community, including Federal Engineers, Federal Buyers, and the Federal Vendor Community in managing the workflow drivi ng the requests for and the dissemination of sensitive Federal technical data associated with a solicitation. It is integrated with FedBizOpps (FBO) and Central Contractor Registration (CCR).
