Description
The Bureau of Land Management (BLM) has a requirement for Seed Harvesting of Forage Kochia in the state of Utah. Services consist of harvesting forage kochia (Kochia prostrata). Harvesting may be by hand or mechanically. This calls for the Contractor to furnish labor, equipment, supervision, transportation, operating supplies and incidentals to harvest, dry, clean, test and deliver harvested seed to the BLM. Harvest areas will be identified in the Project Map provided in the solicitation. The Government is estimating to purchase 30,000 bulk pounds of harvested seed from the identified harvest areas. The government also reserves the right to purchase any additional harvested seed above the 30,000 bulk pounds at the contracted price. Work is located in Beaver and Millard Counties, Utah. Roads into the project are single lane, unimproved dirt surfaced roads. Harvest sites shall be cleaned up, and all refuse removed by the Contractor. The Contractor shall be responsible for disposal of materials in a manner consistent with State, Federal and local laws and for all expenses incurred with disposal. Off road driving shall be limited to picking up seed at identified pick-up points as established between the Contractor and COR. Off-road driving will be prohibited when soils are excessively wet and rutting might occur. The work schedules shall be submitted at the pre-work conference. A pre-work conference will be held prior to the start of work. At this time, the Contractor shall be prepared to summarize and explain procedures planned for each project and present the work schedule requested in these specifications. Contractor shall designate one English literate supervisor whom will be on-site during operation hours. Supervisors shall be identified during the pre-work conference. Any changes in supervisory designations must be submitted in writing to the Contracting Officer's Representative (COR) at least 24 hours prior to the change taking effect. Work camps may be established only in locations authorized in advance by the Contracting Officer Representative (COR). Should such a camp be authorized, the Contractor shall maintain the camp in an orderly and sanitary manner. Upon vacating a camp and prior to the final payment, the Contractor shall remove all refuse and other signs of occupancy to the satisfaction of the COR or Project Inspector. Contractors shall comply with the Seed Dealers Licensing requirements of the Pure Seed Law for the state of Utah. http://www.le.state.ut.us/~code/TITTLE04/04_10.htm. Harvesting shall be by hand or by established mechanical means. Mechanical harvesters will use rubber or brush type beaters (not blades) so as to minimize damage to the plants. Only rubber tired vehicles will be used. Seed must qualify for acceptance by meeting all combinations of noxious weed for the State of Utah. Additionally seed shall not exceed the following requirements: 1% weed seed; 2% other crop; 11% moisture content. All seed shall be delivered in 50 lb. bags. All seed bags shall be sound, clean, and made from standard poly, cotton, or woven sacks of similar strength and characteristics. Burlap bags will not be accepted. A label must be attached to each bag of seed identifying the harvest area. Sampling of seed will be provided for by Contractor. Harvested seed shall be sampled and tested for PLS, weeds, and moisture. All samples must be drawn as prescribed by the AOSA and samplers are required to submit a certification to this effect with each sample. The quantity of seed in the sample, fully representative of each lot of seed furnished, must be enough to provide for retesting, should this be necessary. The sampler shall submit the pulled sample to the Utah State Seed Laboratory and request seed results be furnished to the BLM COR, as coordinated. The sampler is required to mark all bags associated with the lot number being sampled for which the contractor indicates will be delivered to the BLM. The Contractor shall supply one capable person to assist unloading the seed at the specified location, unless all seed is supplied shrink-wrapped on pallets. Seed shall not be unloaded without a Government official present. Seed damaged due to improper handling or protection from the elements will not be accepted.
