Description
This notice is a combined synopsis/solicitation for commercial items prepared in accordance with Federal Acquisition Regulation Subpart 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Items, and as supplemented with additional information included in this notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION. OFFERS ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. This requirement is 100% set aside for small business. The North American Industry Classification Code (NAICS) for this requirement is 541612, Personnel Management Consulting Services, with a small business size standard of $6.0 million in total annual revenue. The Solicitation Number for this procurement is 1435-01-06-RP-39504. The United States Department of the Interior, Minerals Management Service, anticipates awarding a Firm Fixed Price contract for the full time services of a Human Resources Management Specialist, for a base period of one year, beginning mid to late November 2005, with three option years. Award will be made to the offeror whose offer is most advantageous to the Government based on the factors contained in this solicitation. The Government reserves the right to unilaterally extend the period of contract performance in accordance with FAR 52.217-9 "Option to Extend the Term of the Contract. Commercial Items FAR Clauses 52.212-1 Instructions to Offerors-Commercial Items; 52.212-3 Offeror Representations and Certifications-Commercial Items; 52.212-4 Contract Terms and Conditions-Commercial Items; and 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders, Commercial Items, apply to this solicitation. Contractors may submit their Representations and Certifications Application (ORCA) online at the following Government website: http://orca.bpn.gov. The primary place of performance is at the Main Interior Building, 1849 C Street, N.W., Washington, D.C. BACKGROUND: The Personnel Management Operations Branch - Washington (Branch) is part of the United States Department of the Interior's Minerals Management Service (MMS) Human Resources Division (Division). The Division has franchised its services to organizations outside the MMS. Clients supported by the Branch include parts of MMS Headquarters; the Secretary of the Interior's Immediate Office; the Offices of the Deputy Secretary, the Executive Secretariat, Congressional and Legislative Affairs, Communications, and Insular Affairs; and the immediate offices of the Assistant Secretaries. Since these clients are at the highest levels of the Department, considerable knowledge and diplomacy is required in keeping them satisfied with the personnel services they are receiving. It is necessary to be proactive in advising them in planning to avoid or minimize problems and to organize work, as well as in responding to their requests. Seemingly similar assignments may require markedly different treatment. This work contributes significantly to the effectiveness of the personnel management program nationwide. DESCRIPTION: A Human Resources Management Specialist to (1) Provide staffing, classification, and employee relation services to a number of clients of the Department of the Interior's Minerals Management Service, Human Resources Division. Work includes (a) preparing reports and related documents for handling unusual, highly complex, and/or controversial personnel management issues and problems; (b) advising managers at all levels, employees, and personnel staff on the interpretation of personnel policy, instructions, procedures, etc.; (c) identifying interdisciplinary problem areas and operating systems weaknesses; (d) analyzing contributing factors and developing recommendations for supervisors on requirements to overcome deficiencies; (e) evaluating the quality of the organization's work products to ensure technical consistency, statutory and regulatory compliance; (f) highlighting potential problem areas and identifying staff deficiencies; (g) conducting informal and/or formal training sessions as necessary. (2) Staffing services include recommending the best overall means of filling vacancies, taking into account the nature of the position being filled; the availability of qualified applicants; diversity; regulatory requirements such as Indian preference, veterans' preference, excepted service and competitive service appointments; appropriate area of consideration for advertising the vacancy; means of advertising the vacancy ; developing crediting plans for evaluating candidates; determining the qualifications of applicants; assisting rating officials, and completing selection arrangements. Staffing also includes advising management on other personnel actions such as reassignments and details, downsizing, reorganizing, and changes of duty station. (3) Classification services include recommending appropriate titles, series, and grades for position descriptions, assisting managers in determining what kinds of positions would be most effective in accomplishing the functions of an organization, and auditing encumbered positions to determine if any changes in classification are warranted. (4) Employee relations services include providing advice and strategies to supervisors addressing performance and conduct problems; providing reports to management in responding to employee grievances and appeals; providing procedural reports to employees seeking information on the grievance process, appeal rights for adverse actions, or alternative dispute resolution; and providing technical reports to the Office of the Solicitor in representing management before the Merit Systems Protection Board, the Equal Employment Opportunity Commission, and the court system. (5) Researches and provides advice and assistance in the administration of policies and regulations pertaining to the Senior Executive Service (SES). Specialist will ensures that personnel actions involving executive resources and other Schedule C appointments meet statutory and regulatory requirements. Develops solutions to complex problems associated with hiring, developing, and appraisal of the Department's top executives and non-career employees. HR Specialist will prepare special material/briefing documents in support of Executive Resource requests and reporting requirements. DELIVERABLES: Deliverables will vary considerably according to the tasks performed. Staffing deliverables will include providing the advice necessary to filling vacancies as requested by management and compiling the complete case files for those selections with all appropriate documentation. Classification deliverables will include providing advice to management regarding appropriate classifications for their positions, and writing/classifying position descriptions. Employee relations deliverables will include providing advice to management regarding conduct or performance problems and compiling the completed case files for any action. All reports and advice must be timely prepared as requested by the client. All recommendations and advice must be accurate and comply with appropriate regulation or policy or guidance and professional standards for human resource management. Personal contacts with officials must be professional, polite and prompt. Sensitive and critical issues must be kept confidential. Reports and advice shall contain appropriate options or alternatives. HOW TO COMPETE FOR THIS CONTRACT: The offeror must submit a firm fixed price proposal, in U. S. dollars, for the Base Year and three one-year option years. In addition, the offeror must demonstrate that they are qualified to perform the work by providing, not later than 3:00 p.m. ET, October 18, 2005, an offer addressing the following technical criteria: (1) knowledge of the Federal laws, regulations, and policies pertaining to employee relations and labor-management; (2) knowledge of Federal employee benefits programs, to include retirement, life insurance, and health insurance; (3) skill in providing operational staffing and classification services to clients, requiring knowledge of the appropriate Federal laws, regulations, rules, and standards; (4) skill in oral communication to provide advisory and counseling service to management and employees; (5) skill in written communication to explain, justify, and present personnel matters and to communicate guidance. (6) knowledge of DOI mission. In addition, all offerors are required to forward references of their past performance regarding their capability to perform the above criteria. EVALUATION FACTORS: Evaluation of the above capabilities will be related to the extensive knowledge and expertise of the offeror. In the area of past performance, ability to timely complete projects, adhere to schedules and produce quality reports; ability to cooperate with organizational staff, and quality to produce logical, useful information for decision making purposes will be considered. The technical expertise of the offeror is more important than past performance and cost which are of equal importance.
