- Shipboard ISO Container Breakout and Repacking (CB&R) Request for Proposal 1. Introduction - Shipboard ISO Container Breakout and Repacking (CB&R) ATI requests a Cost-plus-fixed-fee (CPFF) proposal for the subject project in support of the Seabasing Future Naval Capability (FNC) Shipboard Internal Cargo Movement Program, referred to as Strike-Up/Strike-Down (SUSD). The SUSD Program has a need for Shipboard ISO Container Breakout and Repacking Technology to support the Seabasing Future Naval Capability (FNC) Internal Cargo Movement effort for the Office of Naval Research (ONR). This Request for Proposal (RFP) is for Phase I of the Science and Technology development of a system to enable the automated or semi-automated unloading and reloading of sub-ISO sized containers/packages/ pallets of varying sizes from a standard 20 foot ISO container and provide the means to automatically or semi-automatically install and remove retrograde packing, bracing materials and handling materials. Submission of a response to this RFP is entirely voluntary and any and all costs of participation in this process will be the complete responsibility of the respondent. 2. Funding and Period of Performance The funding anticipated for Phase I of the project will be limited to a maximum of $300,000 for each awardee. It is anticipated up to two Phase I proposals may be funded with a down-select to one following the completion of the initial six-month Phase I effort. The anticipated period of performance for Phase I is six (6) months from contract award date, which is anticipated to be in February 2006. The complete project (Phase I & II) inclusive of options is anticipated to be 30 months or less in length. The SUSD Program reserves the right to select for award any, all, part, or none of the proposals received in response to this RFP. 3. Proposal Submission Deadline The cost and technical proposal packages must be submitted no later than 2:00 pm (EST), Tuesday, November 22, 2005. If selected, it is expected that a project will be awarded in February 2006. See RFP for detailed submission guidance. 4.
