Description
NASA/GSFC has a requirement for contractor services to support its Office of Mission Success with defining, codifying, implementing, and verifying compliance with processes needed to effectively and efficiently guide and oversee technical considerations associated with achieving mission success of Goddard Space Flight Center projects. NASA/GSFC intends to award a sole source contract to Brian Keegan Services for this work. The contractor shall provide senior-level systems engineering and aerospace project management skills with extensive knowledge of present NASA and GSFC technical management systems practices (equivalent at least to the knowledge level of a Deputy Director of a NASA Center), as well as a working knowledge of current Agency and Center initiatives, for the purpose of: (1) Developing recommendations regarding standardized best practices to be followed by Goddard flight projects, including required activities and associated verification methods to be completed in conjunction with key life-cycle milestones; (2) Periodically reviewing and summarizing overall project compliance with Goddard and Agency standardized best practices and requirements for purposes of reporting status to Goddard management and of determining potential modifications to such practices and requirements; (3) Evaluating requested waivers to standardized best practices and recommending approval/disapproval for such, along with accompanying rationale, to Office of Mission Success management; (4) Developing draft documents necessary to ensure compatibility between NASA and Goddard standardized best practices and success criteria for Integrated Independent Reviews which are conducted at key life-cycle milestones; (5) Formulating draft governing documents (NPRs/GPRs, etc.) for key processes associated with guiding and overseeing the technical success of Goddard flight missions; (6) Formulating ancillary documentation needed to support the execution of such processes; (7) Periodically reviewing and summarizing compliance with the above processes; (8) Periodically conducting technical assessments of Goddard flight projects with respect to implementation of standardized best practices or other Center required processes; (9) Periodically conducting workshops and other forums for familiarizing Goddard project teams, design review chairs, and other Goddard staff members with requirements and approaches for compliance with mission success related practices and processes; (10) Assist in the implementation of the processes regarding Integrated Independent Reviews on a GSFC project as a Review Panel Member. The proposed sole source contractor is uniquely qualified to perform the requirements in this instance because Brian Keegan Services will provide the unique skills and experience of W. Brian Keegan to support GSFC's Office of Mission Success. As matched against the requirements, Brian Keegan Services offers the following unique combination of specialized skills and experience: Senior systems engineering skills. Extensive knowledge of GSFC practices and current NASA and GSFC initiatives as background to perform the work. (1) Familiar with standardized GSFC flight projects best practices at all levels of the organization as well as NASA best practices. Unique combination of Agency and GSFC technical and quality assurance perspective and experience that can be applied to ensure mission success. (2) Able to review, summarize, and recommend modifications to GSFC standardized best practices. (3) Able to evaluate waivers to GSFC standardized best practices and substantiate rationale for approval/disapproval. (4) Understands both GSFC standardized best practices and success criteria for Integrated Independent Reviews from a mission success perspective to be able to draft compatibility documents. (5) Familiar with GPRs and NPRs content as well as intent of the documents. (6) Understands GSFC processes from an implementation as well as a policy setting perspective to have insight into the flowdown. (7) Experienced in determining root cause as well as defining necessary policy to correct the identified problem or need at a Center level as well as the Agency level. (8) Familiar with baseline NASA program and project management practices to the extent that demonstrates knowledge of the intent as well as content of the requirements of baseline documentation. (9) Unique knowledge of GSFC processes, procedures and culture to fully understand the unique needs regarding mission success. (10) Leadership role in the Agency through the NIAT reviews that can be applied to the current processes to ensure mission success. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on October 6, 2005. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Only written (fax or e-mail) communications are acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
