THIS SOLICITATION WILL BE RELEASED VIA THE INTERNET. This will be the only method for distributing solicitation documents and amendments. THIS SOLICITATION WILL BE AVAILABLE FOR VIEWING AND DOWNLOADING AT THE FOLLOWING WEBSITE: www.esol.navfac.navy.mil The official planholders list will be maintained and can be printed on the website only. Amendments will be posted to the website for viewing and downloading. IT IS THE OFFEROR’S RESPONSIBILITY TO PERIODICALLY CHECK THE WEBSITE FOR AMENDMENTS. ALL PROSPECTIVE OFFERORS AND PLAN ROOMS ARE STRONGLY ENCOURAGED TO REGISTER ON THE WEBSITE. All contractual and technical questions shall be submitted to Carrie Grimard via facsimile at 812-854-3800 or e-mail at carrie.grimard@navy.mil Provide all labor, equipment, tools, supplies, transportation, supervision, quality control, and management necessary to perform magazine and inert building maintenance and repairs at the Naval Support Activity (NSA Crane), Crane, Indian, by means of an indefinite quantity type contract with a guaranteed minimum of $50,000.00 and a maximum of $4,000,000.00 per 12-month period. The solicitation contains provisions for a 12-month base period, plus two 12-month option periods to be exercised at the discretion of the Government. The term of the contract shall not exceed 36 months. The solicitation is for all work associated with magazine and inert building maintenance and repairs including but not limited to concrete installation and removal, replacement of entire or portions of concrete docks, replacement of entire or portions of wing walls, replacement of steel doors, lead paint removal, replacement of dead lights, dome repair and replacement, grounding, seeding, mulching, removal and installation of bumper blocks, excavation, backfilling, and incidental related work. New magazine and inert building construction is not included. While it is the Government’s intent to utilize the contract resulting from this solicitation to accomplish magazine and inert building maintenance and repairs, the Government does not guarantee any work beyond the guaranteed minimum of $50,000.00 per 12-month period. SEED PROJECT. As part of the initial proposal, the contractor shall provide both a cost proposal and brief performance narrative for demolition of metal clad wooden doors and installation of 3/8 inch steel plate doors at Buildings 461,462, 463, 464, and 465 as described in the scope for work included with the specification documents. The contractor shall use the unit pricing that is provided by the contractor within the schedule of estimated work for determining the total cost or this project. This project will be the first task order issued on this contract and will count towards meeting the guaranteed minimum for the base period. The Government will award a contract resulting from this solicitation whose offer conforming to the solicitation will be the most advantageous to the Government, price and other factors considered. The following factors will be used to evaluate the offers: past performance, management ability, scheduling, seed project proposal, and other factors as may be specified in the solicitation documents. These technical factors when combined are equal in value to the price. The NAICS Code for this solicitation is 237990 with a small business size standard of $28.5 million. This solicitation is unrestricted. Approximate release date is Thursday, June 9, 2005 with proposals due no earlier than 30 calendar days after the actual release date. A site visit/pre-proposal conference will be scheduled approximately 10 calendar days after the solicitation is released. Attendance at the site visit is not mandatory but is strongly encouraged.
