- Description
- Contractor shall provide all supervision, labor, material and equipment necessary for the repair and upgrade of the existing base-wide central fire alarm system at the Defense Distribution Depot Susquehanna (DDSP), New Cumberland, PA. Work will include replacement of existing transmitter systems with new one-way radio frequency (RF) system in 43 buildings including installation of an auxiliary fire alarm RF transmitter/receiver at the fire station (Building 911) to receive all fire alarm signals. In 29 of the 43 buildings, in addition to RF upgrades, the existing fire alarm systems require upgrading/replacement to meet current ADA, UFC and NFPA requirements. Work will also include consolidation of each individual bay or fire zone fire alarm signals to one panel, upgrading existing audio/visual alarms with new audio and visual alarms, upgrading manual pull box locations by relocation or installation of new boxes at fire exits and installation of tamper switches for transmission of trouble signals to fire department. All work shall be performed complete and in accordance with Specifications for Installation Fire Alarm System Replacement dated April 2004 and Drawing Numbers 3448.0.0 through 3448.2.12 (74 sheets). Normal hours of work shall be between 0730 and 1630, Monday through Friday. The estimated price range is between $1,000,000 and $5,000,000. The tentative date for issuance of solicitation SP3100-05-B-0002 to the Federal Business Opportunities website is March 14, 2005. Due to security measures in place on the installation, the Government will schedule one prebid conference/site visit approximately 10 calendar days after issuance of the solicitation. The solicitation will provide the exact date, time and location for the site visit. The tentative date for the bid opening is April 21, 2005. The solicitation will establish the exact date, time and location for the bid opening. Period of Performance: Contractor shall commence work within 14 calendar days after the date the Contractor receives the Notice to Proceed and shall complete the entire work ready for use within 400 calendar days after the date the Contractor receives the Notice to Proceed. Access to the solicitation package to include the specifications and drawings will only be made available to bidders via the Federal Business Opportunities (FedBizOpps) website at http://www.eps.gov. Hard copies of solicitation SP3100-05-B-0002 to include specifications and drawings will not be distributed. Bidders are cautioned that it is their responsibility to access the website for any amendments that may be issued under the solicitation. There will be no advance notification of amendment issue. Bidders are advised to consult the website frequently to check for the issue of amendments since an amendment may be issued up until the bid opening date and time. Failure to acknowledge amendments may render your bid non-responsive and ineligible for award. To receive awards resulting from solicitations issued after May 31, 1998, Contractors must be registered in the DoD Central Contractor Registration (CCR) database. Contractor may obtain information on registration and annual confirmation requirements by calling 1-888-227-2423 or via the Internet at http://www.ccr.gov. Contractors are also required to complete the annual representations and certifications electronically via the Online Representations and Certifications Application (ORCA) website at http://orca.bpn.gov . All responsible sources may submit a bid which shall be considered by this agency. The Government intends to award one contract as a result of this solicitation. Award will be based on the total lowest priced responsive, responsible bid submitted for all base bid items. A bidder must be determined responsible according to the standards of FAR Subpart 9 to be eligible for award. Bidders must submit a bid for all base bid items. Failure to do so will result in the bidder being considered non-responsive to the solicitation.
