Description
The United States Agency for International Development (USAID) in Egypt intends to issue a Request for proposal (RFP) to implement the program described below. The new Technical Assistance for Small and Microfinance is designed to further support the development and growth of Egypt?s small and microfinance sector. The objective to expand the current USAID-funded small and microfinance program and to advance the establishment a sustainable small and microfinance industry in Egypt through: 1.Innovating in the content, form, and sources of support for Is, with the objective of making support more diverse, responsive, and sustainable. 2.Making resources available for the development of the critical financial infrastructure. 3.Assisting MFIs to strengthen their institutionalization of services and programs. 4.Assisting MFIs to expand and deepen outreach to Egypt's small and poor micro-entrepreneurs, particularly in Upper Egypt. 5.Assisting the GOE and the Egyptian private sector to integrate small and microfinance services into and within the overall financial system. 6.Supporting necessary policy, legal, and regulatory changes. The Goals and objectives of the Small and Microfinance program will be achieved through three tasks: Task 1: Small and Microfinance Service Expansion. Task 2: Small and Microfinance Institutional Development. Task 3: Enabling Environment Support and Development. Egypt's needs for a more developed and matured small and microfinance sector requires a wide range of expertise related to small and microfinance development, including among others small and microfinance training, institutional strengthening, information-technology development, and financial-sector policy support. Bidders are encouraged to form consortiums or other sub-contracting arrangements with qualified Egyptian firms to carry out the tasks under this RFP. One direct contract will be awarded for implementation of this activity. Implementation under the contract will occur over a two year base period and two years option periods, each is one year. The NAICS Code for this procurement is 541990. The solicitation will be posted on the FEDBIZOPPS web page (www.fedbizopps.gov) not less than fifteen (15) days after this notice is issued. In accordance with FAR 5.102(d), availability of the solicitation is limited to this electronic medium only. It is the responsibility of the recipient of this solicitation to ensure that it has been received in its entirety and USAID bears no responsibility for data error resulting from this transmission. Requests for other copies of the solicitation will be disregarded without notice to the requestor. No phone requests will be accepted, no solicitation will be available for pick-up, and no walk-ins will be allowed.
