- Description: See numbered notes 9, 12, and 26. NSN 2530-00-678-9029 ? Torque Road, Tandem Axles, used ton 2-1/2 ton trucks. Being bought in accordance with Army (19207) drawing 8757685 and all related data. Total quantity required 3743 each with 2043 each to be shipped to (W25G1U) New Cumberland, PA 17070-5001 and 1000 each to be shipped to (W62G2T) Tracy, CA 95304-5000, FOB destination. The RFP also requests quantity breaks up to 7000 each and an option for 3743 each, which may or may not be used at a later date. This solicitation will be available on the Internet at http://dibbs.dscc.dla.mil/rfp after the issue date 10/20/05. Hard copies of this solicitation are not available. Technical drawings/bid sets are available after the above issue date from DSCC-VTCD via the Internet at the above web cite. Requests should include the RFP number, opening/closing date, NSN, purchase Request Number (e.g. YPC/YPE), buyer?s name and your complete name and address. FEDERAL, MILITARY AND COMMERCIAL SPECIFICATIONS CANNOT BE PROVIDED BY DSCC. This solicitation is set-aside for small business. While price may be a significant factor in the evaluation of offers, the final award decision will be based upon a combination of delivery, price, and past performance. The required delivery is for up to 3743 each in 210 days and an additional 3500 every 30 days thereafter until complete with the First Article Test (FAT) required and 3743 each in 90 days and an additional 3500 every 30 days thereafter until complete with FAT waived. A written quotation is required. Notice to all Contractors: In a final rule contained in the Federal Acquisition Circular 01-26 (Item 1, FAR Case 2002-24) published in the Federal Register on December 20, 2004, the Federal Acquisition Regulation was amended to require offerors to submit representations and certification electronically via the Business Partner Network. Offerors are encouraged to complete an Online Representations and Certification Application (ORCA) as soon as possible since this requirement will be appearing in solicitation in the near future. The ORCA can be found at http://orca.bpn.gov. Until ORCA is fully implemented continue to comply with all government instruction and requirements in solicitation and contract awards.
