Description

The Government has completed its Market Research reference W15P7T-05-R-J212 and concluded only Northrop Grumman Mission Systems (NGMS), Carson, CA. possesses the unique capabilities to provide the FBCB2 V4 Installation Kits and Cables used to install the FBCB2 Applique Computers in support of Government requirements. The Government intends to acquire approximately 6,000 to 10,000 Installation Kits per year for a period of four years on an indefinite delivery indefinite quantity (IDIQ) basis. Each In stallation Kit configuration must interface with an FBCB2 Applique Computer being installed into one of approximately 45 different military vehicle platforms, with each installation kit configuration being unique for each platform. This acquisition is to s upport the PM-FBCB2 ongoing fielding efforts in support of the wartime operations, and to support the continuation of the Full Rate Production phase of the program. The Government does not possess complete technical data for the FBCB2 System or the associ ated installation kits, cables and auxiliary hardware. The Government has validated the FBCB2 Systems design through extensive testing, including a comprehensive First Article Test, numerous Limited User Tests, and Operational Tests. The Government requir es installation kits, cables, and auxiliary hardware that are form, fit and functionally interchangeable with previously acquired equipment to ensure operation and installation on the vehicular platforms using the FBCB2 System. This acquisition will be ac complished by modification of Contract W15P7T-05-D-J208. Contract Number W15P7T-05-D-J208 was awarded to NGMS on 7 March 2005, on a sole source basis pursuant to the authority of 10 U.S.C. 2304(c)(1) and FAR 6.302-1 Only One Responsible Source, per J&A C ontrol Number 04-130 approved 30 April 2004. This contract modification will be awarded on a sole source basis to NGMS pursuant to the authority of 10 U.S.C 2304(c)(1) and FAR 6.302-1 per J&A Control Number 05-1007.
