Description
Notice of Intent: The Bureau of Reclamation intends to negotiate on a sole source basis with CDR Associates, 100 Arapahoe Ave., Ste 12, Boulder, CO 80302-2586 for Training and facilitating services to include: alternative dispute resolution (ADR) and collaborative planning training, specifically related to the management of the Okavango River Basin, an international river basin in southern Africa. The proposed action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b). The reason justifying this sole source procurement is: This work is a continuation of previous efforts facilitated by CDR that resulted in positive outcomes for all parties involved. The relationship building skills learned and practiced by the participants is the basis for further accomplishments, setting the stage for future agreements on use of the Okavango River basin. The relationship between CDR Associate key personnel and the participants has evolved over a period of time and resulted in a high level of trust between the participants and the company. Qualifications required to satisfy this requirement include past experience by the firm and key personnel that shows they designed effective procedures for and facilitated/mediated water allocation negotiations between sovereign political entities; facilitated the development of environmental impact statements on water related issues; facilitated hydropower development, licensing and operational issues; worked with concerned parties to assure the protection of habitat of threatened or endangered species; and assisted in the design of institutional structuring, or restructuring, of components of or total national water sectors. In addition, experience working with Angola, Botswana, and Namibia on the Okavango river basin management-related issues is necessary for successful completion of this task. The results from this facilitation and training module will impact national and international policy decisions, as well as diplomatic relationships between the United States and African countries. Any firm that believes it can furnish the items described above is encouraged to give written notification to the Contracting Officer. Supporting evidence must be furnished, in sufficient detail to demonstrate the ability to comply with the above requirements. All responses received within 5 days of the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed action based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Inquiries will only be accepted by e-mail: kgomez@do.usbr.gov. Responses should include the firm's business size [e.g. small business, other than small business] in accordance with the size standard: $6 Mil. for North American Industry Classification System (NAICS) Code 541990.
