Description
The proposed contract action is for supplies or services for which the Naval Medical Center San Diego intends to solicit with only one source under the authority of FAR 6.302. This notice of intent is not a request for competitive quotations. However, all quotes received within 6 days after date of publication of this synopsis will be considered by the Government for future procurement actions. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This is a combined synopsis/solicitation for commercial items, prepared in accordance with the format in FAR subpart 12.6, using Simplified Acquisition Procedures for Commercial items found at FAR 13, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, quotations are being requested and a written solicitation will not be issued. Paper copies of this solicitation will not be available. The solicitation number, N00259-05 -T-0309 is issued as a request for quotations (RFQ). The NAICS code is 339112. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. NMCSD requests responses from qualified sources capable of providing the following: CLIN 0001: Cost per Test Agreement: The following are included as part of the Statement of Work in the Master Agreement: 1. Open market cost per test of ETTI-Max-3000, a non-government owned equipment. The ETTI-Max 3000 is a fully automated microplate immunoassay instrument handling up to 7 plates in continuous loading and barcode reading for tubes, reagaents, and microplates capable of handling multiple analytes on the same plate (up to 12) with consistency of testing for:Varicella, Rubeola, Mumps, Herpes, Thyroid Antibodies, ANA, H. Pylori, CMV, Lyme antibodies, Hep A IGM, ENA 6 Screening. Includes: 1 ETTI- Max 300 Analyzer, 1 EL-800 Reader, EL-50 washer, 1-Printer, 1 ETI-Max Table. 2. Delivery of supplies, reagents, consumables, controls, calibrators and QC materials. 3. The offsite training of two operators in Stillwater, MN. Airfare, hotel accomodations, and daily meal are included. Up to two additional on-site training days will be included as necessary per completed year of the contract at no cost to the customer. 4. All preventive maintenance and technical support Monday through Friday between the hours of 0800 to 1700. 5. One kit for each assay listed to conduct correlation studies at no charge. 6. Shipping and handling for the instrument and all reagents at no charge. Deliver to Lab Supply, Room 3D029 E1 Reagents mus be delivered with a minimum of 6 months of shelf life. Supplies/ items that require special handling, e.g. Refrigeration, time sensitive, open immediately, will be marked in a clear manner with a label that is easily read, understandable, and larger than 3" x 3". The following factors shall be used to evaluate offers: Technical Capability. Defined as ?an assesment of the prospective contractor?s key management personnel to determine if they have the basic knowledge, experience, and understanding of the requirements necessary to produce the required product or provide the required service and lease, specifically addressing that only qualified field Engineers and Technicians who have gone through OEM or comparable third party service schools for the above mentioned equipments will be employed to perform the effort of work. Past performance. Provide three (3) references, addressing that you have provided service / lease agreement contract for the same equipment in the last 3 years. Price. Technical and past performance, when combined, are significant evaluation factors that will be used to arrive at a best value award decision. Contractors who do not meet the first 2 factors will not undergo a price evaluation. A written notice of award or acceptance of an offer, mailed or otherwise furnished to the uccessful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer?s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. The Government will award a firm, fixed price contract resulting from this combined synopsis/solicitation to the responsive and responsible offeror whose conforming response is determined to provide the best value to the Government, price and other factors considered. A price evaluation will only be conducted on offerors found to be technically acceptable and possess or have demonstrated qualified experience relevant to the scope of this solicitation.
