- This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.eps.gov and the Navy Electronic Commerce on Line (NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the Internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the NSWC Division Crane. The Government requires engineering services to support the use of flooded submarine main storage batteries during the initial transition phase of the US Navy?s goal of converting submarine main storage batteries to commercial Valve Regulated Lead Acid (VRLA) technology. This procurement will provide engineering support and technical expertise addressing issues that are associated with design, construction, activation and installation of the submarine flooded assets as required, including the stored assets. The Contractor shall also be required to provide engineering support and expertise as needed throughout FY-06 to support the swap of flooded batteries from one submarine to another to determine if the battery life can be extended either before being replaced or the battery is capable of extending life in the receiving boat. The Contractor shall be required to provide engineering and expertise in support of the submarine battery activations and address anomalies as required. This expertise shall be available for activations to address any anomalies that occur and insure the charging rate reaches the 90% capacity before installation in accordance with the battery specification. The Contractor is required to organize all pertinent component parts drawings and specifications used as replacement and maintenance parts for the flooded battery designs, to interface with current suppliers to continue to provide replacement parts and assemblies as needed to support the flooded battery design, and to manage purchases of replacement and maintenance parts and assemblies by the Navy and other businesses servicing the fleet. The Contractor during the transition phase of this effort shall familiarize NSWC Crane with suppliers for parts and assemblies so that if, in the future, the Navy decides to assume this function they have sufficient information and knowledge to do so. The period of performance is estimated to be 10 months, from December 2005 to September 2006. This will be a firm-fixed price level of effort contr act. The Navy intends to solicit and negotiate this contract on a sole-source basis with Exide Corporation, d/b/a GNB Industrial Power, a division of Exide Technologies, Aurora, IL based on FAR 6.302-1, only one source capable of meeting the Government?s requirements. This procurement will not be processed in accordance with FAR Part 12 procedures, acquisition of commercial items. The applicable NAICS Classification is 541330 and the size standard is $20M.
