- The Fleet Family Support Services, Naval Weapons Station Charleston, Goose Creek, South Carolina is requires the following position: 1. QUALIFICATIONS a. Financial counselors must have the skills and the experience to provide counseling to clients who may be fearful, agitated, or angry. Counselors must be able to establish a professional relationship with clients and representatives of business and military communities in order to negotiate financial problem areas and restructure debts to remedy client financial problems. Counselors should be able to operate a debt management program ensuring client cooperation with debt management plans. b. Financial Counselors must be able to develop training plans and provide effective training/education on request to service members on a wide variety of subjects including budgeting, consumer protection, banking, debt management, car buying, military pay and allowances and family and personal financial issues. c. Financial counselors must be able to develop statistical reports on the services provided and evaluate client data for further program needs and assessments. d. Counselors must be certified as a Consumer Credit Counselor by the National Foundation for Consumer Credit and provide copy of certification and evidence of being bonded. 2. DUTIES The Consumer Credit Counselors shall be responsible for the following tasks and duties: a. Become thoroughly familiar with OPNAVINST 1740.5, SECNAVINST 1752.3A, OPNAVINST 1754.1A and Fleet and Family Support Center Charleston Standard Operating Procedures Manual and abide by all applicable procedures and instructions contained therein. b. Develop and present instruction/training modules in various areas of financial responsibility and education including: Military Pay and Allowances, Direct Deposit system (DDS), Checking Accounts/Automatic Teller Machines (ATMs), Consumer Fraud, Mis-representations, Advertising Gimmicks and other consumer Rip-offs, Personal and Family Budgeting, Savings Plans, Consumer Credit, Credit Cards and Loans, Car/Home Buying Strategies, Insurance, Supplementary Health Insurance, Legal Issues of Personal Financial Management, Letters of Indebtedness, Bankruptcy and Pre-deployment Financial Management. These presentations are designed to help participants to: (1) Develop a budget schedule to allow them to pay their bills on time (2) Improve their ability to use credit wisely (3) Increase their understanding of the use of credit and the actual cost of using credit c. Provide confidential budget counseling to individuals, couples or families including action suggestions for budget expenditure alternatives and discussion of potential sources of additional income for which client may be eligible. d. Provide confidential credit counseling consisting of advice and guidance for consumers on how to use credit opportunities to their best advantage. e. Provide confidential debt management assistance for clients already in financial trouble; work with both debtors and creditors, developing together alternative repayment schedules acceptable to all concerned; require clients, if participating in debt management program, to return all credit cards and forbid them to incur further debts during the period of the Debt Management Program. Clients must sign a statement that they agree to the terms of the debt management program prior to enrollment. f. Provide General Military Training presentations of approximately one to two hours concerning budget and credit issues as requested by the Naval Weapons Station Charleston and tenant activities throughout the Charleston, S.C., area at their site on matters pertaining to individual or groups of individuals with financial problems. h. Document all counseling activity with individuals and/or couples. i. Submit educational and training modules to the Fleet and Family Support Center for approval prior to use. j. Provide newspaper articles of educational nature for publication in the base newspaper, as requested, providing to the chain of command for review/approval prior to submitting for publishing. k. Give priority to clients as requested by the Fleet and Family Support Center. l. Provide for approval and input monthly statistical reports for the Fleet and Family Support Center by the due date that shall include the following information on each client: (1) Full name, pay grade, Social Security Number (2) Client's command, work phone and home phone numbers (3) Client's sex, race, date of birth & marital status (4) Client's military affiliation and status (5) Spouse's branch of service and pay grade or status (6) Reason for visit (7) Total number of counseling clients served by command (8) Total number of counseling sessions conducted (9) Number of cases closed (10) Number of open cases on last day of month m. Provide quarterly reports to the Fleet and Family Support Center within five working days after the end of the quarter that will include all data required by Sections 2 and 3 of the Fleet and Family Support Center Report (OPNAV Form 1754 Draft - revised March 1983) for all financial counseling and educational contacts. n. Deliver all current lesson plans, written copies of remarks, formal presentations, client records and articles submitted for publication to the Fleet and Family Support Center at the end of the contract. o. Participate in all Fleet and Family Support Center meetings, training, etc. p. Accept collateral duties of a Fleet and Family Support Center and/or financial counseling nature. Collateral duties are shared by all staff of the FFSC. q. There will be one contract counselor working from 8:00 a.m. until 4:30 p.m., each Monday, Tuesday, Wednesday, Thursday, and Friday, at building 755 (or building 786, as needed) October 13, 2005 until March 31, 2006; and from 8:00 a.m. until 4:30 p.m., each Monday, Tuesday, and Wednesday, from April 1, 2006 until October 12, 2006, in a government furnished office including routine furniture, supplies, and equipment. The office will not be open on federal holidays. In addition, the contractor may be required not to work several days during the year according to the contract amount for the fiscal year.
