Description
This is a combined synopsis/solicitation for commercial supplies prepared in accordance with the format in FAR Subpart 12.603, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and A WRITTEN SOLICITATION WILL NOT BE ISSUED. This requirement is being issued as a Request for Quotation. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-24 and Defense Acquisition Circular 91-13. This action is restricted to small businesses, has a NAICS code of 611430, and a size standard of not to exceed $6,000,000. This solicitation contains (1) one CLIN; it is the government?s intent of awarding a firm-fixed price contract. The Chemical Biological Incident Response Force (CBIRF), Indian Head, Maryland, has a requirement for the following items: CLIN 0001, Qty 1 (one), Unit of issue: Lot; to deliver/train 45 (forty-five) Marines a formal course of instruction in the Technical Rescue Disciplines of Trench/Ropes/Confined Space Rescue operations at a date to later determined after award. The course shall cover at a minimum the following concepts: rope rescue techniques to include high/low angle rescue, and high-line rope systems; instruct Marines on the evaluation of existing and potential conditions at incidents where rope rescue operations will be performed; provide hands on instruction in the following: selecting and configuring single-point, multiple point, load-distributing and free-floating anchor systems, constructing simple, complex, and compound lowering systems, selecting and using methods necessary for personnel to escape from jammed or otherwise dysfunctional ascent and decent control devices when ascending and descending a fixed rope, understanding the basics physics involved in the construction rope rescue systems, including system safety factors, critical angles, and the causes and effects of force multipliers within rope rescue systems, negotiating obstacles while ascending and descending a fixed rope, constructing an elevated point to facilitate safe transition of rescuers or victims over difficult edges, recognizing, sizing-up existing and potential conditions and hazards at a confined space emergencies, performing entry-type rescues into confined spaces both with and without construction and use of a lowering/raising system, victim rescue within a confined space both with and without construction and use of a lowering/raising system in a contaminated/hazardous area, victim rescue within a confined space both with and without construction and use of a lowering/raising system in a contaminated/hazardous area, the use of victim packaging devices that can be employed in a confined space. The vendor shall provide in the form of formal instruction and hands on training the rescue of a victim(s) involved in a identification of probable victim location, ventilation, proper placement of pneumatic/wooden shore, identification of a bell-bottom pier hole excavation and hazards, pre-entry briefing, selection/utilization/application of shield, as well as, sloping and benching systems, and victim removal. Provide scenario-based hands on training throughout the course. Provide instruction on recognition typical trench and excavation collapse patterns, the reasons trenches and excavations collapse, and the potential for a secondary collapse. Instruct on how to recognize general hazards associated with trench and excavation emergency incidents and the proper procedures to mitigate these hazards within the general rescue area. Recognizing and understanding how to calculate soil weight by the use of their characteristics. Instruct and provide hands on training in conducting rescue operations in trenches/excavations dealing with the collapse or failure of individual or intersecting trenches with an initial depth of more than 2.4m(8ft). Instruct and provide hands on training in identifying, constructing, and removing manufactured protective systems using tabulated data and approved engineering practices. Instruct and provide hands on training in constructing, application, limitations, and removal of supplemental sheeting and shoring systems designed to create approved protective systems. Instruct and provide hands on training in the adjustment of a protective system based on digging operations and environmental conditions. Government Furnished Equipment (GFE) will be provided as well as the use of Government Facilities to conduct training. The course is to be provided by a credible FEMA/NFPA certified instructors. The vendor shall instruct to the standards based on the following: NFPA 1670 (1999 ed.) Chapters 4,5, and 9; METL Y2K.4; NFPA 1006 (2003 ed.) Chapters 6, 9, and 11. It is preferred that certification from vendor be transferable to IFSAC or DOD certification. Vendor must provide all literature for the course. Cost of vendor travel, food, and lodging will be in accordance with the Joint Federal Travel Regulations (JFTR). The vendor will provide quality products in accordance with the applicable documents listed above. The government reserves the right to select bids based on cost, delivery schedule, and as most advantageous to the government. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation, is considered to be the best value to the Government. The following factors shall be used to evaluate offers and determine the best value to the Government: Price, Technical Acceptance, and Delivery.
