Description

The Office of Thrift Supervision (OTS), a bureau of the U.S. Treasury Department, intends to issue a non-competitive purchase order, utilizing simplified acquisition procedures, to Dr. Theodore M. Barnhill of Washington, DC. Dr. Barnhill, who will work closely with Dr. William Handorf, will assist in the development and instruction of a Basel II Training Course for OTS examiners using classroom instruction. The course will focus on those areas of Basel II having the greatest impact on OTS regulated thrift institutions. Some of the issues to be covered in the training are: the foundation of Basel II, capital and Basel II, credit risk, operational risk, corporate goverance and computer modeling. The course is scheduled to be held in the first quarter of calendar year 2006. Any responsible and interested firm, with proven instructional experience in the financial regulatory area as well as instructions on Basel II, can submit information for review and consideration. The outcome of such a review and the decision whether to develop a solicitation rests soley with the OTS. There is currently no solicitation document available. Interested parties must send any written material or other supporting documentation to the attention of Douglas Mason, Contracting Officer, not later than 12:00PM EST October 12, 2005.
