Description
This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. This notice is being issued as a Request for Quotations (RFQ)] for A digital photogrammetry system to be used for conducting extremely accurate three-dimendsional (3D) coordinate system measurements of large inflatable and rigid antennas. Aperture sizes ranging from 1 meter up to 12 meters are anticipated. These measurements will be used to determine the root-mean square (RMS) surface accuracy of the antennas by comparing the coordinates to ideal or best fit curved surfaces. The system shall obtain dimensional information about the antenna using triangulation to provide 3D coordinates based on photographs taken from different viewing directions using a high resolution digital camera. The following specifications are required: 1. System measurement accuracy of at least 0.1 mm on a 12 meter antenna. 2. The system shall be capable of obtaining this accuracy on specular as well as low emissivity surfaces. 3. The system shall operate properly in an unstable environment. For example, the photographs shall be able to be taken from a man-lift, subject to vibration, without impairing measurement accuracy. 4. The system shall be capable of performing surface analysis on dynamic targets. For example, the antennas may be tested in thermal environments which would cause the surface to deform on relatively small time scales (e.g. tens of seconds). The system shall still be able to accurately map the surface under these conditions. 5. The camera system shall be easily portable and battery operated. (The system will be used in various antenna ranges as well as confined or remote locations.) 6. Images shall be exportable in IGES format. 7. The camera shall include an integrated automatic strobe system. 8. The camera shall be capable of wireless (802.11b) Ethernet connection. 9. The camera shall include integrated lasers to facilitate aiming. 10. CCD (sensor) resolution shall be 8 mega pixels or better. 11. The system shall include all processing software to render 3D images of the antenna under test. The software shall include a geometrical analysis package to create geometric components (e.g., circles, planes, lines) and determine distances as well as the ability to create best fit prime focus and offset paraboloids. 12. Ultimately, NASA intends to conduct measurements in a thermal-vacuum environment to determine solar heating induced surface deformations. The system shall have no inherent limitations preventing operation in a vacuum environment. That is, the system shall be upgradeable to work in a thermal-vacuum chamber. 13. The system shall include necessary retro-reflective targets and NIST traceable scales for verifying dimensions. 14. The vendor shall provide a complete system instruction manual. 15. On-site training, which shall take place at NASA GRC, in all aspects of system operation for at least three people shall be included. Training shall commence not later than 1 week after delivery of system to NASA GRC. The provisions and clauses in the RFQ are those in effect through FAC 05-05. The NAICS Code and the small business size standard for this procurement are 334519 and 500 respectively. The offeror shall state in their offer their size status for this procurement. All responsible sources may submit an offer which shall be considered by the agency. Delivery to NASA GRC is required within 12-16 weeks ARO. Delivery shall be FOB Destination. The DPAS rating for this procurement is DO-C9. Offerors shall provide the information required by FAR 52.212-1 (JAN 2005), Instructions to Offerors-Commercial, which is incorporated by reference. Offers for the items(s) described above are due by October 17, 2005, 4:30p.m. GRC local time and may be mailed to NASA Glenn Research Center, 21000 Brookpark Road, Nikki Brown MS 500-306, Cleveland, OH 44135, and include, solicitation number, FOB destination to this Center, proposed delivery schedule, discount/payment terms, warranty duration (if applicable), Cage Code, DUNS identification number (if you use Business Partner Network (BPN) Online Representations and Certifications Application (ORCA) state that in quotation. If not, Offerors must include 1 completed copy of the provision at 52.212-3, Offeror Representations and Certifications - Commercial Items with their offer. These may be obtained via the internet at URL: http://prod.nais.nasa.gov/eps/Templates/Commercial_Greater_Than_25K.doc . These representations and certifications will be incorporated by reference in any resultant contract. Also to be included in offer: identification of any special commercial terms, description of items offered per 52.212-1 and as modified, and be signed by an authorized company representative. A copy of a published price list, catalog price or computer page printout showing the price for the item may also be included. (Note, the Contracting Officer may request this information if only 1 source provides a quotation). Offerors are encouraged to use the Standard Form 1449, Solicitation/Contract/Order for Commercial Items form attached to this solicitation (Ensure that the "track changes" feature is turned off when word processing this form). Fill in Block 17a including CAGE and DUNS codes. Faxed offers are not acceptable. Offerors shall provide the information required by FAR 52.212-1 (JAN 2005), Instructions to Offerors-Commercial, which is incorporated by reference. If the end product(s) offered is other than domestic end product(s) as defined in the clause entitled "Buy American Act -- Supplies," the offeror shall so state and shall list the country of origin.
