- NOTICE OF INTENT The U.S. Department of Energy, Oak Ridge Office (DOE-ORO) intends to award a purchase order on a sole-source basis to H&P, Inc., under FAR Part 6.302-1 Only One Responsible Source and No Other Supplies or Sources Will Satisfy Agency Requirements. Simplified Acquisitions Procedures under FAR Part 13 will be used. DOE-ORO is currently undertaking a mandatory Independent Safety Management Periodic Evaluation Task. Our mission requires that we have verified contractor and DOE Integrated Safety Management Systems (ISMS). In October, 2003, an independent team commissioned by the ORO Manager, completed a re-verification of ISM implementation at Oak Ridge. Based on that review and the recommendations contained therein, the ORO Manager declared ISM implemented at Oak Ridge. The following Proposed Scope of Work consists of an independent evaluation of continued satisfactory ISM implementation and evaluation of improvements accomplished since 2003. The team that has been selected consists of DOE site and HQ personnel and consultants who have had pervious experience with other DOE ISMS verifications, Oak Ridge Readiness Reviews, and other DOE assessments. This task has been scheduled to be performed September 18 – 30, 2005. Planning for the re-verification needs to start as soon as possible and services of H&P, Inc. are critical to the pre-visit, as well as development of the verification plan. The team will be comprised of DOE Employees, contractors and consultants. The team will be led by a DOE Employee from the Office of River Protection. An assessment plan will be required prior to the re-verification. This plan is due by August 31, 2005. H&P, Inc will be assisting the team leader prepare this plan. An assessment report will be generated following the review. The report will present a listing of all proficiencies, findings, and observations. A report of the findings will be presented to the ORO Manager and Senior Board for a factual accuracy review. The consultants will provide input to the report. Limited travel is required. Firms who want to challenge the sole-source must submit an interest letter that demonstrates your firm’s ability to provide an equivalent service and rationale as to why they should be considered, as described above. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. No reimbursement for any costs connected with providing the capability information will be provided by DOE.
