Description
The Mine Safety and Health Administration (MSHA) intends to award a sole source contract to Open Text , Inc for professional Library Systems Support in extraction and export of data from TechLib and BASIS to support the successful migration of two databases for the Technical Information Center and Library at the National Mine Health and Safety Academy in Beaver, WV. Working as part of a project management team and as the expert in BASIS and TechLib Systems Administrations, the contractor will provide technical assistance in: (1)extracting various library records, digital files and exporting and mapping data currently configured in TechLib for a retrospective conversion/batch load process with OCLC to be followed by migration of the database from TechLib into Dynix library management software; and (2) extracting and exporting BASIS Fatals records database with attached digital files. Provider must have expert level knowledge in Open Text TechLib and BASIS as well as education and training in Library and Information Science as well as experience in data migrations from one software application to another. REQUIRED TECHNICAL SUPPORT SERVICES (1) Provide necessary technical support via telephone and email to MSHA Library Systems Administrator in extraction and manipulation of records and files using TechLib and BASIS commands for the purpose of an OCLC batchload and for export of TechLib records and files to Dynix. (2) Assist the project management team in a development of a "gap period" plan that provides procedures in TechLib for changes in the database between the period of the OCLC batchload and the final data extraction for loading into Dynix. Required expertise in BASIS and TechLib functions and system administration. Assists in the implementation of this plan. (3) Provide systems administrator of TechLib/BASIS with needed scripts and instructions related to the extraction, mapping and manipulation of library records and data in order to preserve the integrity of the MSHA Library databases in the migration. (4) Consult with technical support personnel from OCLC and Dynix as needed via email or telephone in order to ensure that output of data ensures ease and speed in handling and provides for best possible results in migration. Provides system administrator with information as needed to respond to any data extraction requests for information from new vendor and assists in resolving problems. Exports data in requested format. (5) Extracts and prepares digital files in best format for export and use by Dynix. (6) Assists library director in ensuring that item records and bibliographic records retain links and that the relationship between the two is not damaged or endangered. Provides assistance to library director in resolution of any problems related to gap period by providing information and technical expertise. (7) Identifies for OCLC and Dynix fields and information stored in those fields. (8) Works with library director in the resolution of any difficulties or questions related to MARC fields. Vendors who feel that they have the necessary specialized knowledge of the Open Text TechLib and Basis products and the ability to perform this work are to provide detailed evidence of this knowledge and their ability to provide the required services and assistance to the contracting officer at beaty.robert@dol.gov no later than 3:00 PM Tuesday, October 11, 2005.
