- The National Institute of Allergy and Infectious Diseases (NIAID), Acquisitions Management and Operations Branch (AMOB) has a sole source requirement for the modification of imaging equipment to be installed at the Integrated Research Facility (IRF) in Fort Detrick, Maryland. The Imaging Core in the IRF?s BSL-4 facility will contain four modalities: MRI, PET/CT, SPECT/CT, and X-Ray. The imaging equipment must be isolated from the imaging specimen to prevent contamination of the system and eliminate the possibility of infecting non-protected personnel with experimental agents. The NIAID intends to award a two year contract to Philips Medical Systems (PMS) on a sole source basis, in accordance with FAR Part 6.302-1, beginning on or about November 18, 2005, for the modification and installation of the four imaging modalities. PMS was the only responsible offeror to previously announced NIAID competitive requirements during Phase I of the development program, under which the company provided the four off-the-shelve equipment modalities of PMS brand, conducted feasibility studies and develop concepts and specifications for the modification and installation of the four imaging modalities to meet the NIAID requirements. The sole source contract hereby announced is for PMS to perform the modifications to the imaging instruments, and for the installation, test and validation of the equipment at the IRF?s BSL-4 facility. The resources and additional time that would be required for another firm to develop the concept and specifications for modification and installation of the four imaging modalities would be prohibitive to the NIAID and endanger the efficient continuation of several of its research programs. For these reasons the NIAID believes that no other offeror can fulfill the existing needs for the modification of the imaging equipment for its BSL-4 facility.
