Description
Dollar magnitude of this project is more than $10,000,000. The performance time is 700 calendar days. The contractor shall provide all materials, equipment, plant, labor and supervision to Replace Family Housing - Phase 4 at Charleston AFB SC. Project No. DKFX 06-4012. The work includes but is not limited to: Major Construction: Demolition of ninety-four (94) single family, single story homes. Abatement of asbestos and lead paint materials. Construction of ten (10) new homes, landscaping, installation of jogging trails, redevelopment of parks and playgrounds. Improvements to existing streets and other infrastructure. Construction of two (2) new sanitary sewer lift stations at two (2) different locations. Improvements to existing single story homes. Removal of existing overhead electrical utilities. Installation of new boundary fence, new brick cross walks, and misc. site work to improve drainage. This solicitation will be issued as unrestricted and will be evaluated using Performance Price Tradeoff (PPT) procedures, resulting in the Best Value of the Government. The Government reserves the right to award a contract to other than the lowest price. Evaluation factors will be set forth in Sections L & M of the solicitation. A firm-fixed price contract is contemplated. This project is being considered for 100 percent set-aside for Service-Disabled Veteran Owned (SDV) concerns. If not enough interest is received from SDV small business concerns, it will then be considered for 100 percent set-aside for HUB Zone small business concerns, then it will be considered for 100 percent set-aside for 8(a) small business concerns. Interested SDV, 8(a), and HUB Zone small business concerns should indicate interest to the Contracting Officer, in writing, as early as possible but not later than 10 calendar days from the posted date of this notice. As a minimum, the following information is required: (a) a copy of your letter from VA certifying your status as a SDV (if available) or a copy of the certificate issued by SBA of your qualifications as a HUB Zone or (8a) concern; (b) a positive statement of your intention to bid on this contract as a prime contractor; (c) evidence of the recent experience in work similar in type and scope to include contract numbers, project titles, dollars amounts, and points of contacts and telephone numbers; (d) evidence of bonding capability to the maximum magnitude of the project to include both single and aggregate totals. All of the above must be submitted in sufficient detail for a decision to be made on availability of interested SDV, HUB Zone or 8(a) concerns. Failure to submit all information requested may result in a contractor not being considered as an interested SDV, HUB Zone or 8(a) concern. If adequate interest is not received from SDV, HUB Zone or 8(a) concerns, the solicitation will be issued as unrestricted without further notice. Therefore, replies to this notice are requested from all business concerns. The applicable North American Industry Classification System (NAICS) code is 236115, with a small business size standard of $28.5M. It is anticipated the solicitation will be issued electronically on or about 21 OCT 05 on Federal Business Opportunities web page at http://www.fbo.gov. Paper copies or CDs will not be available for bidding purposes. Once the solicitation is posted, it is incumbent upon the interested parties to review this site frequently for any updates/amendments to any and all documents. All prospective contractors must be registered in the Central Contractor Registration (CCR) in order to be eligible for award. Recommend registering immediately in order to be eligible for timely award. Contractor proposal is required to be submitted in paper form.
