Description

Project consists of Construction of a 16-lane Modified Record Fire Range (MRFR) with supporting facilities. Each lane is 20 meters wide and displays 9 stationary targets from 50 to 300 meters downrange. Primary facilities include all construction w ithin the perimeter of the range complex and includes target emplacements, secondary power and data distribution system, communications, and site improvements. Support facilities include all construction outside the perimeter of the range complex, which c onsists of constructing entrance road, clearing, grubbing, grading, drainage, primary power, and communication lines. Air conditioning is required for Control Tower and Operations/Storage Building. The Base Bid consists of the following: clear and grub approximately 15 acres of existing trees and low lying vegetation. Provide new MRFR with support facilities to include Operations/Storage Building, General Instruction Building, Ammunition Breakdown Building, and Range Control Tower. Provide site improvements to include approximately 12,000 square yards of 6 gravel road, approximately 3,900 square yards of 8 gravel road, approximately 225 square yards of concrete sidewalk, sixteen 7 by 4 concrete pads with outdoor carpet, sixteen one-man foxholes, and 25 parking blocks. Provide erosion control measures such as silt fence, rock filter dam, and stone silt checks. Prepare and submit (with required fees) all required stormwater permits. Bid Option 1 consists of providing a new Dual Sex Latrine, new water well, and septic system. Prepare and submit (with required fees) all necessary permits for the new water well and septic system. Bid Option 2 consists of providing a new Covered Mess Structure, concrete pad, and sidewalk. Bid Option 3 consists of providing a new Bleachers Enclosure Building, new bleachers and sidewalk. This project is available on compact disk only. 20% of the work must be self-performed. This solicitation is a Request for Proposal (RFP). Proposals received in response to this solicitation will be evaluated in accordance with the following criteria listed in descending order of importance: Prime Contr actor Construction Experience; Prime Contractor Construction Past Performance; Key Personnel; and Price. The basis for award is Lowest Priced/Technically Acceptable process. The price range is $1,000,000 to $5,000,000. Project specification files are Portable Document Format (PDF) files and can be viewed, navigated, or printed using Adobe Acrobat Reader. The drawing files are in CAL format and can be viewed, navigated, or printed using MaxView Reader. Both readers are contained in the solicitation package. Minimum system requirements are 486-based personal computer, Microsoft Windows 3.1 or greater and 8 MB application RAM.
