Description
The General Services Administration (GSA) is looking for a General Contractor that will provide all material, labor and equipment to construct structural steel diaphragm system composed of diagonal bracing between columns twenty-eight feet on center and tie-in to building stem wall in the Basement of the Federal Building, 300 North Los Angeles Street, Los Angeles, California. Work in the basement to include modifying, relocating, or replacing building HVAC, plumbing, sprinkler, fire alarm, smoke detection, IT, telecommunications, lighting, public address, and electrical power systems that are impacted in both exposed ceiling and suspended ceiling replacement areas and seismic restraints/supports for these systems. Encapsulation of asbestos containing fireproofing materials should be included. Hazardous materials include Asbestos and Lead. Provide for spot abatement and disposal of hazardous materials as required for accomplishing all of the items listed above, including work in mechanical and electrical equipment spaces where disturbance is anticipated. Engineering controls and abatement methods, including removal, repair, encapsulation, are to be employed as necessary to minimize exposure to construction and building personnel as a result of disturbance to the materials during building renovations. Contractor will construct fully functional standard office environment (swing) workspaces located in the basement which includes new suspended ceiling and lighting systems with seismic restraints/supports, system furniture build out, IT, telecommunications, public address, and electrical power systems. Additional work included is installation of stairwell air pressurization ductwork located in the basement, upgrade of the buildings means of egress, and provide accessibility upgrades to all toilet rooms in the building's sub-basement and basement and the drinking fountains adjacent to these toilet rooms. The estimated cost is from $7,000,000.00 to $10,000,000.00. Estimated completion time is one (1) year. The building will remain fully occupied throughout construction. The basement area in question for construction will be vacated in 2 - 3 phases. Each individual of the Contractor, subcontractors, and vendors who will be in the building at any time in connection with this work will be required to obtain Government security clearance and an identification badge. The contractor shall be required to demonstrate a certain level of expertise and capability. The Contractor will be selected using Source Selection Procedures. This solicitation is being made under FAR Part 15.3. Offerors will be required to prepare fully developed Technical and Price proposals. The contract will be a Fixed-Price Award. The Government will not allow any stipend for preparation of proposals. This solicitation incorporates documents, which are not available electronically. Offerors can be a partnership, corporation, association, and/or other legal entity that will have contractual responsibility for the project. A proposed joint venture should provide profiles for all firms in the joint venture. This procurement is open to both large and small business concerns in accordance with the Small Business Competitiveness Demonstration Program. Small Businesses and Small Disadvantaged Businesses are encouraged to participate as prime contractors or as members of joint ventures with other small businesses. Before the award of the contract, the selected firm shall be required to present an acceptable Small Business Subcontracting Plan in accordance with the initiatives of the Federal Government. Closing date and time for submission of Technical and Price proposals is on or about December 13, 2005 (Local San Francisco Time). A Pre-Proposal Conference is scheduled on or about October 27, 2005 at the project site.
