- NAICS Code: 339999 Stormwater Storage Tanks This is a combined synopsis/request for quote for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. Quotes are being requested and a written RFQ will not be issued. Shipping charges need to be included in price. The NAICS code is 339999. The specifications for the Stormwater Storage Tanks are as follows: Stormwater Storage Tanks 1.0 Background The EPA is procuring 27 storage tanks of various sizes and capacities. The tanks will be used to hold stormwater for experimental research projects. The portion of the tanks in contact with the held stormwater must not leach additional chemicals into the stormwater. Smooth interiors must be provided to assure the EPA's ability to clean the tanks between uses. The tanks will be partially or mostly buried in sandy soil/crushed concrete. The EPA anticipates the tanks will be required for at least five (5) years after installation. The tanks are necessary for the EPA to support the on-going stormwater research work, related to best management practices. 2.0 Tank Specifications and Requirements The EPA requires a series of stormwater storage tanks. The type and quantity are outlined below: Item 1: Stormwater storage tanks (13) The tanks shall be circular or oval in horizontal cross section with larger axis no grater than 10 feet. Interior surfaces shall be constructed of a non-leaching material. Exterior support may be of another material. If metal, the support shall be galvanized steel with at least 15-gauge thickness. Single piece construction or on-site assembly by the EPA is acceptable. If not assembled by the contractor, the contractor shall provide written assembly directions. The storage capacity shall be at least 1000 gallons. The EPA requires thirteen (13) tanks of this size. The tanks will be partially buried upon installation in a sandy soil. Item 2: Small stormwater tanks (4) The tanks shall have rectangular horizontal cross section and be constructed of non-leaching plastic material (e.g., polyethylene, fiberglass). Tanks must accommodate stormwater (flow-through) storage with nominal capacity of 75 to 150 US gallons. Longer horizontal dimension must be 80 to 100 inches. The tank material must allow field drilling and cutting to install bottom feed pipe and overflow weir. The EPA requires four (4) tanks of this size. These tanks are will be partially buried in crushed concrete. All tanks must arrive fully assembled other than the pipe connection and weir, which will be installed by the EPA. Tanks must provide written direction for connection of piping through the tank walls and notching for installation of the weir. Item 3: Large stormwater storage tanks (2) The tanks shall be circular or oval in horizontal cross section with larger axis no greater than 35 feet. Interior surfaces shall be constructed of a non-leaching material (e.g., polyethylene). The exterior support may be of another material. If metal, the support shall be galvanized steel with at least 15-gauge thickness. Single piece construction or on-site assembly by the EPA is acceptable. If not assembled by the contractor, the contractor shall provide written assembly directions. The storage capacity shall be at least 15,000 gallons. The EPA requires two (2) tanks of this size. The tanks will be partially buried upon installation in a sandy soil. Item 4: Nested tanks (8) The tanks shall be circular in horizontal cross section and be constructed of a non-leaching material (e.g., polyethylene). Smaller inner tank must have a minimum area of 30 square feet with conical bottom and center drain which will accept PVC pipe connections. The minimum pipe diameter is 1 ? inches. The outer tank must have a depth of at least 4 inches greater than the inner depth and a diameter at least 4 inches larger than inner tank. The outer tanks will be partially buried upon installation in a sandy soil. The inner tank must nest within the outer tank. The EPA requires four (4) sets of nested tanks. Tanks must arrive fully assembled. 3.0 Calibration and Testing Not applicable 4.0 Documentation and Drawings The contractor shall specify the material of construction as part of the quotation. The contractor shall include assembly directions as needed. 5.0 Warranty For each tank the contractor shall provide a commercial warranty of at least 90 days for all parts, labor, and materials. Tanks shall be warranted as appropriate for partially buried installation as described in each item. Tanks shall be warranted as lead free for the duration of the warranty. 6.0 Delivery Date The completed system shall be delivered no later than 30 days after receipt of award to U.S. EPA, 2890 Woodbridge Ave., Edison NJ 08837. FOB point shall be destination. The following clauses apply to this request for quote: FAR 52.212-1, Instructions to Offerors-Commercial Items; FAR 52.212-2 Evaluation-Commercial Items, and the specific evaluation criteria is as follows: (1) Technical acceptability of the item offered to meet the Government's requirement and (2) Technical acceptability shall be evaluated on a pass or fail basis (with the lowest price technically acceptable receiving award). Offers shall provide descriptive technical literature and other documentation as necessary, in sufficient detail to demonstrate that the items offered meet the minimum requirements specified above; FAR 52.212-3, Offeror Representations & Certifications-Commercial Items, shall be completed by offeror and submitted with quote, unless the offeror's registered with CCR; FAR 52.212-4, Contract terms & Conditions-Commercial Items; The following FAR clauses in paragraph (b) of FAR clause 52.212-5, Contract Terms & Conditions Required to Implement Statutes or Executive Orders-Commercial Items will apply, 52.222-3, 52.222-19, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.222-3, 52.225-13.
