Description

The solicitation is amended to include the following questions and answers: 1. Is this a new requirement? Answer: Yes, this is a new requirement. There is not an existing or previous contractor. 2. Can we assume that all work will be performed on-site? Answer: No. Work may be done on and/or offsite. 3. Is this solicitation being posted under a GSA schedule other than MOBIS? Answer: This is an open market solicitation; however firms may submit an offer under their existing GSA Schedule, as stated in the original solicitation. 4. Who is the principal end-user? Can we have the name and address? May we contact him/her? Answer: We cannot reveal that information at this time. 5. Fax or e-mail bid submission ok? Answer: Yes, a fax or e-mail is acceptable, as stated in the original solicitation. 6. Does USUHS require (or prefer) that the Academic Organization consultant be a single individual, or may offerors propose more than one consultant? Answer: All timely responses will be evaluated. 7. Does USUHS intend for the scope of the organizational review to include information technology processes? Answer: No. 8. The solicitation states that the period of performance is roughly 270 days ARO, but USUHS is requesting a bid based on 20 days of consultation services (i.e., a relatively low level of effort). Can USUHS elaborate on how they anticipate using the consultant's time over the 270 day period? Answer: This effort will be spread over the academic calendar year and will depend on the doctoral faculty/leader availability over that time period. 9. What are the evaluation criteria? Answer: Award will be based on the best value to the government, considering price, past performance, and relative experience. The response date for all quotes remains the same and are due no later than 10:00 AM EST on Monday, October 17, 2005.
