Description
1. CONTRACT INFORMATION: This contract is being procured in accordance with the Brooks A-E Act as implemented in FAR Subpart 36.6. One (1) A-E firm will be selected based on demonstrated competence and qualifications for the required work. One (1) Indefinite Delivery Contract will be negotiated and awarded Architect-Engineer Services for Aerial Photography, Survey and Mapping Services within the USDA Forest Service ? Savannah River. Projects will be on or Adjacent to the Department of Energy (DOE), Savannah River Site in South Carolina. Required services will be obtained by a negotiated Firm Fixed Price Contract. The term of the Contract will be one (1) year with up to two, one year option periods for a maximum of three (3) years. The total contract value will not exceed $1,000,000. The Governments obligation for the contract is to guarantee a minimum amount of payment of $25,000 to the A-E firm over the entire contract performance period. Work will be issued by negotiated firm-fixed-price and labor-hour task orders not to exceed $300,000 per task order. The top ranked firm will be awarded the contract. If necessary, secondary selection criteria (f thru h listed below) will be used as a tiebreaker among technically equal firms. This procurement is open to both large and small business concerns in accordance with the Small Business Competitiveness Program. The North American Industry Classification (NAICS) code this action is 541370 with a small business size standard of $4,000,000. If a large business is selected for this contract, it must comply with FAR 52.219-9 regarding the requirement for a subcontracting plan on the part of the work it intends to subcontract. The subcontracting goals for the Forest Service, which will be considered in the negotiation of this contract, are: (a) at least 15% of a contractors intended subcontracted amount be placed with small business (SB); (b) at least 5% of a contractors intended subcontracted amount be placed with small disadvantaged businesses (SDB); (c) at least 5% of a contractor s intended subcontracted amount be placed with women-owned SB (WOSB); (d) at least 3% of a contractors intended subcontracted amount be placed with service-disabled veteran-owned SB; (e) at least 3% of a contractors intended subcontracted amount be placed with HUBZone SB. (f) at least 3% of a contractors intended subcontract amount to be placed with Veteran-owned SB. The plan is not required with this submittal, but will be required with the fee proposal of any large business firm selected for the negotiations. All interested parties must be registered with the Central Contractor Registration as prescribed by FAR Clause 52.204-7. CCR can be obtained by accessing the Internet or by calling 1-888-227-2423. 2. PROJECT INFORMATION: The projects consist of one or more of the following services: aerial photography, photogrammetric mapping, analytical aerotriangulation, aerial LIDAR mapping, digital orthophotography, high resolution ground based 3D Scanning, horizontal and vertical control surveys, GPS geodetic surveys. These services will be used to support engineering, natural resource and research studies including design, construction, planning, operation and maintenance and as-built surveys of various projects. A detailed scope of work specific to the project will be included with each task order. Surveys require personnel and equipment necessary to obtain surveys of second and third order accuracy (NGS standards). Photogrammetric facilities must be capable of producing topographic mapping that conforms to the ASPRS Accuracy Standards. All work is to be performed under the supervision of a Registered Land Surveyor or a Registered Civil Engineer. Firms must be able to submit survey and mapping data in the formats requested by the government. These formats include but are not limited to Auto/CAD, Intergraph-Microstation, Arc GIS latest version, Arc Pad, The files may be requested on CD or DVD or electronic transfer. In addition to the above formats, firms must have e-mail capability for project updates, status reports, file transfer abilities (FTP), etc. The government will only accept the final product in the stated formats. Firms must be able to provide Global Positioning System (GPS) geodetic control surveys and mapping, in addition to conventional field-to-finish topographic mapping instruments suitable for the stated accuracies. The contractor shall immediately notify the Contracting Officer and COR should a member of the firm's Key Personnel specifically associated with work/service under this contract be terminated or leave the firm. Key Personnel for this contract are as identified in the SF 330 as initially submitted by the contractor. Resumes for replacement Key Personnel shall be provided to the Contracting Officer and COR for review and approval prior to assignment for work under this contract. The Forest Service is firmly committed to the qualification-based selection process. 3. SELECTION CRITERIA: Submittals will be evaluated against the general evaluation factors listed in descending order of importance. Specific selection criteria (a) thru (e) being primary and (f) thru (h) being secondary is as follows and must be documented with resumes in the SF 330. Resumes shall indicate registration, certification, training and education of individuals proposed for this contract. Firms must provide resumes that indicate the professional qualifications necessary for satisfactory performance of the required services in each field for the following individuals; (a) Professional Qualifications necessary for satisfactory performance of required services: Professional Civil Engineer; Supervisory Professional Land Surveyor; Supervisory Cartographic Technician. At least one Civil Engineer and one Land Surveyor must be professionally registered. Resumes identifying education, training, and/or certification are also required for the following individuals: Stereoplotter Operators; Cartographic or CADD Technicians; and 3 or 4-person field parties are required. (b) Specialized Experience: Firms must indicate specialized experience and technical competence in: 1) Field surveys (topographic and geodetic) 2) Aerial Photography by precise aerial mapping camera with current calibration and by digital mapping camera including airborne GPS 3) Capabilities in geodetic surveying and topographic mapping using GPS 4) Photogrammetric production to include Stereoplotter compilation, analytical aero-triangulation 5) Photographic reproduction capabilities 6) Creation of 2D and 3D digital files including digital elevation models (DEM/DTM) gridded, TIN, derived from combination of photogrammetric, field survey total stations and/or GPS and created in the format(s) requested by the government. Conversion and/or reformatting may be allowed if it meets projects goals and is acceptable by the COR. These formats include but are not limited to Intergraph-Microstation, Auto/CAD, Arc/GIS, Arc/PAD in recent versions. 7) Digital orthophotography. 8) Availability of equipment to perform required services. 9) Indicate capability to perform LIDAR mapping and scanning and describe that capability. Indicate capability to perform oblique terrestrial laser mapping using equipment such as the CYRA or Optiplex systems and describe that capability. (c) Capacity to accomplish the work in the required time; if a branch office, its capacity to perform independently of the main office. (d) Past performance on contracts with Government agencies and private industry in terms of cost control, quality of work and compliance with performance schedules. (e) Superior performance evaluations on recently completed Federal Government contracts and private industry. (f) Knowledge of the Savannah River Site and its Safety & Security requirements. (g) Volume of work of Federal Contract awards within the last 12 months. (h) Proximity to Savannah River Site, South Carolina. 4. SUBMISSION REQUIREMENTS: Firms that are interested and meet the requirements described in the announcement are invited to submit three (3) completed copies of SF 330 (Part I & II), Architect-Engineer Qualifications to the office indicated in this notice. The SF 330 (6/2004) edition must be used, and may be obtained from the Government Printing Office or from the GSA website under forms. (http://www.gsa.gov/Portal/gsa/ep/formslibrary.do?formType=SF) Firms must provide resume(s) of all key personnel in Section E of SF 330. Identify personnel strength of the principle firm at the office where the work is to be accomplished and additional personnel strength, including consultants in section C of SF 330. A summary of the capability for performing all surveying must be submitted. In section H of SF 330, include a detailed list of survey instruments indicating age, technical specifications (indicating compliance with the NGS standards for second and third order survey accuracies) brand name, and mechanical condition of all instruments must be furnished. List owned or leased air-worthy aircraft, currently certified precision aerial mapping camera; photographic lab for reproducing aerial photographic and mapping products; hardware and software to perform fully analytical aero-triangulation; analytical stereoplotter instrumentation interfaced for digital data collection of planimetric and topographic features, DTM/DEM, data collection and manipulation of terrain data, digital data editing facilities; ability to provide orthophoto products (hard copy and digital); and airborne GPS capabilities for aircraft navigation and photo control. In SF 330, Part II, Block 4, include DUNS number and taxpayer identification number. Total page limitation is 75 pages. Facsimile and electronic versions will not be accepted. All responses on SF 330 to this announcement must be received no later than 4:00 PM Local Time on 14 November 2005 to be considered for selection. Regulation requires that the Selection Board not consider any submittals received after this time and date. Late proposal rules in FAR 15.208 will be followed for submittals received the date and time specified in this announcement. ELECTRONIC SUBMITTALS WILL NOT BE ACCEPTED.
