- IMPLEMENTATION OF MEGAPORTS PROGRAM EQUIPMENT AT THE MANILA INTERNATIONAL CONTAINER TERMINAL (MICT)???, DE-AC52-06NA27212 This is a notice of intent to award a sole-source contract and is not a request for proposals. The National Nuclear Security Administration (NNSA) intends awarding a sole-source contract to International Container Terminal Services, Inc. for a requirement in Manila, Republic of the Philippines by October 31, 2005. In accordance with the simplified acquisition procedures authorized in FAR Part 13.5, NNSA intends to award a two-month contract with a possible six-month follow-on contract, to International Container Terminal Services, Inc. to provide for the detection of illegal transport of nuclear and other related material in the Port of Manila, Republic of the Philippines, in support of the NNSA???s Second Line of Defense Program. International Container Terminal Services, Inc. is the terminal operator at the Manila International Container Terminal (MICT) and hence, is the only known eligible source for this effort. The North American Industry Classification System Code (NAICS) is 541330 and the business size standard is $4 M as defined in FAR 19.101. Firms who want to challenge the sole-source nature of this acquisition must submit an interest letter that demonstrates the firm???s ability to provide the service described above. Interested parties must provide a Statement of Capabilities and related rationale as to why they should be considered. All Statements of Capability must include company name, mailing address, and company size. Information submitted in the Statement of Capability should be pertinent and specific in the technical area under consideration, on each of the following qualifications: (1) Experience: An outline of previous projects, specific work previously performed or being performed, and, (2) Personnel: Name, professional qualifications and specific experience of personnel who may be assigned as project officer. The Statement of Capability will be limited to 3 pages in addition to resumes and pertinent samples of documentation.
