Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are not being requested and a written solicitation will not be issued. This procurement is being requested issued as a Notice of Intent (NOI60003). This NOI and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-05. This acquisition will be processed under Simplified Acquisition Procedures (SAP). The associated North American Industry Classification System (NAICS) Code for this acquisition is 541710 and the small-business size is 500. The National Institute on Drug Abuse intends to negotiate a sole source acquisition using simplified acquisition techniques to secure a clinically qualified physician to assist with clinical management, procedures, drug administrations and data entry, retrieval and analysis for clinical research protocols of the Clinical Neurocardiology Section. The work includes medical histories, physical examinations, medical chart entries, obtaining informed consent, dictation for medical records, orders for drugs and tests, retrievals from the medical information system, and clinical data recording and entry. The work also includes specialized Neurocardiologic procedures and drug administrations, as called for under Section protocols and listed in detail below, and all aspects of handling clinical and research information. The clinical contacts are incidental to current and planned clinical research protocols of the Clinical Neurocardiology Section. The contractor shall meet the minimum qualification: documentation showing completion of internal medicine residency at a United States (US) School of Medicine; possess a valid, current medical license to practice internal medicine in at least on state or territory in the United States or in the District of Columbia and a current Drug Enforcement Administration (DEA) registration number (certificate) to prescribe controlled substances in accordance with the laws of the territory/state. All licenses must be unencumbered and remain in effect during contract employment; provide a copy of current Curriculum Vitae; provide copies of current licenses; be board certified or board eligible in internal medicine; possess knowledge or autonomic nervous system functions; excellent interpersonal skills and excellent ability to communicate in written and spoken English, to effectively communicate with patients and other health care providers; be certified in Advanced Cardiac Life Support (ACLS) and/or Basic Life Support; foreign medical graduated physicians shall possess a valid certificate from the Educational Council for Foreign Medical Graduates; must be eligible for limited clinical privileges at the NIH Clinical Center; and experience with clinical research procedures and drug administrations and handling clinical research data. The contractor shall have sufficient experience to be able to perform all duties/tasks such as but not limited to medical histories, physicals examinations, and medical chart entries obtaining informed consent dictation for medical records orders for drugs and tests retrievals from the Clinical Research Information System and Clinical data recording, entry retrieval and analysis.
