Description
The FAA William J. Hughes Technical Center (WJHTC) has a potential requirement for ATN software development and engineering support services. The support shall include requirement specifications, requirements analysis, software prototyping, monitoring, scheduling and planning of test and evaluation (T&E) activities, and T&E documentation development, maintenance, monitoring and conducting system T&E activities, and development and maintenance of the Test Bed and the ICAO FAA ATN router. All aforementioned activities shall be done in accordance with FAA Order 1810.1F, FAA Order 1810.4B, FAA-STD-026, and FAA-STD-024B. The North American Industry Classification (NAIC) System code is 541519. A $21 million size standard is applicable to this requirement. The purpose of this Request for Information (RFI) is to determine if the WJHTC can provide an opportunity to compete a Socially and Economically Disadvantaged Businesses (SEDB) - 8(a) and/or small businesses requirement. The Government intends to award one (1), indefinite delivery/indefinite quantity (IDIQ), time and materials type contract for a period of five (5) years. Commencement date is expected on or around mid December 2005. A draft statement of work is attached to this announcement. At this time, potential sources are requested to provide the extent and depth of their PRIME experience in performing the same or similar work as described in the attached draft statement of work. This information will include points of contact (name, position, company and telephone number) and a description of projects addressing ATN experience in system engineering, development of prototype software, experience monitoring development of test and evaluation, operational test and evaluation preparation, and standard configuration management practices. The Government may contact references to determine relevancy of support provided. No more than three (3) pages shall be submitted. Also, an original and three (3) copies are to be provided. Potential sources are cautioned that no further public announcements may not be made if a competitive SEDB - 8(a) or small business set-aside is accomplished. Also, the Government reserves the right to accomplishment this requirement under the FAA William J. Hughes Technical Center's Multiple Area Support Services (MASS) T&E or Engineering Support Services Area (ESSA) procurement vehicle if it is determined to be in its best interest, with no further announcement. Responses to this announcement are due by 4 p.m. (local time) on Friday, October 21, 2005 and be directed to FAA William J. Hughes Technical Center, Attn: Anne Marie Ternay, ACX-51, Atlantic City International Airport, NJ 08405. E-mail responses WILL NOT be accepted; therefore, potential sources must provide complete submissions in original and 3 copies. Also, the attached Business Declaration form shall be submitted and identify whether you wish to be considered as an SEDB - 8(a) or small business source for this requirement. This form does not count against the 3-page limit identified above.
