- This is a combined synopsis/solicitation for commercial supplies prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. FA4621-06-T-0001 is being issued as a Request for Quotation, which incorporates provisions and clauses for commercial items in effect through Federal Acquisition Circular 2005-05. This acquisition is reserved for small businesses. The associated NAICS code for this acquisition is 332311. Size standard is 500 employees. McConnell AFB KS plans to acquire the following item: 1(ea) NorAm M3XE prefabricated, downdraft paint booth or equal. The paint booth will be specifically designed and engineered in accordance with the National Building Code, to be placed outside with no additional modifications or structures to protect it from the elements. This item will be designed as self-contained unit, not modified or retrofit for the application. Interior dimensions are a min. 4? w x 25? l x 9? h and no more than 16? w x 27? l x 12? h. Will have a hidden fastener post and beam design. Paint booth will have a 4 wing drive in door with a min. size of 9? w x 10? high with viewing windows on each door. A personal side door with a min. size of 2?6? w x 9? h with interior panic push exit hardware is required. Will meet all NEC, NFPA and OSHA requirements. Booth will have a NESHAP filtration system with min. 1? thick, 10 micron 100% filtration with swing down hinged ceiling filter frames. Interior will all be Class 1 Division 1 rated. Will include remote control panel for exterior operation and programmable cure timer/temperature control integrated into the natural gas operated heat/curing system. 360 degree indirect illumination with a min. of 14 six tube florescent light fixtures is required. Fire suppression (CO2 type) will be included. Site visit will be conducted upon request. Option 1 Potential vendors will provide installation plan in writing to include schematics/drawings and a narrative explanation specifically outlining their installation proposal. Installation related to this procurement will require electrical power to be ran an approximate distance of 100 ft from the panel boards to the installation site. An underground natural gas line is available within 50 ft of the site. Available power includes 480V, 3ph, 4W from a Square-D I-Line panel board and 120/208V, 3ph, 4W from a Square-D panel board. Conduit and enclosures within the hanger shall meet a minimum of Class I, Division 2 area. All exterior conduit shall be aluminum. A lockable disconnect means for gas and electric shall be mounted externally to the building. The gas service shall be metered. Offerors willl include an overall proposal with detailed product description, to include door dimensions and floor load dimensions of the unit. These specifications are necessary for vendors to comply with McConnell AFB infrastructure policies. The following provisions in their latest editions apply to this solicitation: FAR 52.212-l, Instructions to Offerors, Commercial. FAR 52.212-2, Evaluation, Commercial Items (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer?s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. The offeror shall include, as part of their offer, a completed DFARS 252.225-7000, Buy American Act ? Balance of Payments Program Certificate. Additional FAR clauses cited within the above clauses, which are applicable, will be incorporated into the resulting contract. Award will be made to the most responsive offeror proposing the items determined to be the most advantageous to the government in accordance with the evaluation factors listed above.
