Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. Solicitation number is FB558752639605PICKER and is issued as a Request for Quotation (RFQ). This solicitation documents and incorporates provisions and clauses in effect through Federal Acquisition Circular 01-14. . The U.S. Air Force 48th Contracting Squadron intends to award a firm fixed price Purchase Order for: CLIN 0001: Contractor shall provide, to the best commercial standard, the equipment labor, tools, personnel, transportation and consumables for the supply of a side loading high lift picker for use within the racking system installed in Furnishings Management Office, Bldg 73, RAF Feltwell, Brandon, Suffolk, United Kingdom. The picker is to be delivered to Bldg 73, RAF Feltwell by the supplying company on the first day of the performance period. TECHNICAL SPECIFICATION OF VEHICLE The vehicle must have the following minimum specifications: a. Side loading forks on front, switch-able from left to right b. Forks to lift pallet length of approximately 72? c. Man down operation with a way of assisting operator with the accurate positioning of forks at height d. Single person operation e. Height limiter with over-ride facility f. Maximum lift height 6 metres g. Picker will be expected to lift 480kg minimum to height of 6 metres h. Battery operated i. Full supply and installation of charger j. Dimensions of vehicle must allow full turning within the racking system k. Full instruction manual and parts catalogue to be supplied with vehicle l. Reversing siren, with flashing beacon m. Hourly timer The contractor will provide details of specifications of vehicle which will best suit our requirements. Training on the operation of the vehicle for a minimum of 10 persons (4 days) will be required to be carried out by fully qualified and authorized persons. A site visit is recommended to ensure that the item quoted will actually meet our needs. The picker must meet or exceed requirements as detailed in current Provision and use of Work Equipment Regulations, 1998 (PUWER) and Lifting Operations and Lifting Equipment Regulations 1998 (LOLER). If these regulations are succeeded, the most recent regulation should therefore be applied. Far provision at FAR 52.212-1, Instructions to Offerors-Commercial, applies to this RFQ with the following addenda: paragraphs (h) and (i) of this provision do not apply and change paragraph (c) from 30 calendar days to 60 calendar days. Far provision 52.212-2, Evaluation-Commercial Items, applies to this RFQ with the following addenda: Paragraph (a) is filled in with (1) Price, (2) Delivery, and (3) warranty/return policy for nametag errors; paragraph (b) does not apply. The clause at FAR 52.212-3, Offeror Representations and Certifications ? Commercial Items, FAR 52.212-4, Contract Terms and Conditions-Commercial Items, without addenda, and 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, without addenda, applies to this acquisition (including: 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222.37and 52.232-33). DFARS provisions at DFARS 252.212-7001, Contract Terms and Conditions Required to Implement Statues or Executive Orders Applicable to Defense Acquisitions of Commercial Items; DFAR 252.229-7000, Invoices Exclusive of Taxes and Duties; and 252.229-7001, Tax Relief. All FAR AND DFARS clauses, in full text, can be found at URL http://farsite.hill.af.mil. NOTICE: REFERENCE DFARS CLAUSE 252.204-7004, "REQUIRED CENTRAL CONTRACTOR REGISTRATION". AS OF 31 MAY 1998, ALL CONTRACTORS WISHING TO DO BUSINESS WITH THE DEPARTMENT OF DEFENSE ARE REQUIRED TO BE REGISTERED IN THE CENTRAL CONTRACTOR REGISTRY. IT IS THE OFFEROR'S RESPONSIBILITY TO REGISTER AND/OR CONFIRM THAT ALL INFORMATION IN THE REGISTRY IS ACCURATE AND COMPLETE.
