Description
Phases 1&2 are combined into a single phase and represents Phase 1 of a multi-phase project for a 2,500-member Armed Forces Reserve Center. Phase 1 is primarily design and construction of an AFRC/Entry Control Point and a 2,500 member Armed Forces Re serve Center. Buildings will be of a permanent construction with reinforced concrete foundations, concrete floor slab, structural steel frames, masonry veneer walls, standing seam metal roof, HVAC systems, mechanical systems, electrical systems and securit y systems (fire alarm connected via radio and security system telephone lines for intrusion alarms). Supporting facilities include land clearing, paving, fencing, general site improvements and extension of utilities to serve the project. Force protection measures will be incorporated into design including maximum feasible standoff distance from roads, parking areas, and vehicle unloading areas. The new facilities will be included with in the controlled perimeter of Ellington Field by constructing a new e ntry control facility and extending the perimeter fence. Berms, heavy landscaping and bollards will be used to prevent access when standoff distance cannot be maintained. This announcement serves as the advance notice for this project. This requirement will be Lowest Price Technically Acceptable procurement conducted in accordance with procedures outlined in Federal Acquisition Regulations (FAR) Part 15.101-2. Proposals will be evaluated on the technical factors; Contractor Experience and Past Performan ce. The price range for this project is $25 Million to $100 Million. The referenced North American Industry Classification System has a sized standard of $28.5 Million. This solicitation will be a Request for Proposal and a fixed price contract will be awarded as a result of this procurement subject to the availability of funds. This is a Full and Open Procurement and subject to the Price Evaluation Preference for Hubzone Small Business Concerns. Period of performance is 730 days. The solicitation wil l be issued on or about 28 Oct 2005 and proposals will be due on or about 5 Dec 2005.
