Description
The US Army Corps of Engineers, Pittsburgh District, is interested in informally assessing the HUBZone, 8(A), Service Disabled Veteran Small Business capability in the area of marine construction, consisting of Construction of a Work Flat Access and Dock, Braddock Locks and Dam, Monongahela River, Allegheny County, Pennsylvania. The major elements of work consist of the construction of a new reinforced concrete access and dock for the project work flat. The existing downstream guard wall will be mod ified to provide the access and dock. The access and dock will be reinforced concrete steps and platform. A tubular steel fender system will also be included to allow the work flat to moor at various downstream pool elevations. Composite bumpers will li ne the steel fender system. The majority of the work will be accomplished from the surfaces of the downstream guard wall and apron. Miscellaneous metals such as safety cable guard rail, stair treads and ladders will also be furnished and installed. The modification will be made to the riverward face of the wall, opposite two active lock chambers. Floating plant will likely be required for delivery of materials (i.e. reinforcing steel, concrete) to the immediate work area, and some construction. Deliver y of materials and equipment to the immediate work area via the top of the lock walls and over the miter gates will be very limited. The location of the work is approximately 600 feet downstream of the existing (gated) navigation dam. The Contractor will conduct work as river flow passes the immediate work area. The Contractor will be required to monitor river conditions and withdraw from the area should impending high water conditions occur. Pertinent quantities for the work are as follows: Concrete Dem olition (10 cubic yards), Concrete Reinforcing (4,700 pounds), Concrete (130 cubic yards), Steel Fender System (7,500 pounds). The work is not within the direct line of river traffic. However, the Contractor will be required to maintain close coordination with the lock and industry to avoid interference with tows passing through the active lock chambers. Interested parties need to submit a package consisting of the following information: (1) Name and Address of Company, (2) Point of Contact to include pho ne number, fax number, and e-mail address, (3) Number of years in business (4) Size of firm and Firm SBA Classification as a HUBZone Small Business 8(a), or Service Disabled Small Business (5) Technical capability statements which address the firms capabi lities in the aforementioned feature areas, as demonstrated by previous work history and job references. The NAICS Code for this requirement is 237990. Acknowledgement of receipt of packages will not be made. . This announcement is NOT A REQUEST FOR PR OPOSAL AND NO PRICING INFORMATION SHALL BE SUPPLIED. A separate announcement will be made, relative to the issuance of a solicitation. This sources sought announcement is requested for informational purposes/ market research purposes only, and is meant t o be an informal assessment of the HUBZone, 8(a) and Service Disabled Veteran Small Business Market capabilities to perform this construction project. Place of performance: The project is located at the Braddock Locks and Dam which is located on the Monongahela River, 11.2 miles upstream of the Point in Pittsburg h, PA. The site may be accessed via public roads and the inland waterways system.
