Description
NAICS Code: 541710 NAICS CODE 541710. THIS IS A PRE-SOLICITATION NOTICE FOR STUDENT SERVICES TO BE AWARDED UNDER FAR PART 13 BY THE US ENVIRONMENTAL PROTECTION AGENCY. THE SOLICITATION NUMBER IS RFQ-RT-06-00005. The Western Ecology Division (WED) of the National Health and Environmental Effects Research Laboratory (NHEERL), Office of Research and Development (ORD) at the U.S. Environmental Protection Agency (EPA) is seeking a pre-doctoral student to provide services under a contractual agreement to assist in the verification of simulation models for assessing the effects of natural and anthropogenic stressors on forested watersheds in the Pacific Northwest. The student contractor must be currently enrolled in a Ph.D. program in hydrology, biogeochemistry, ecology, forest engineering, soil science, environmental science, biology or related field. The student contractor must be proficient in the design, implementation and analysis of field experiments that link hydrologic and biogeochemical processes in forested watersheds. the work is in support of WED's Terrestrial Habitats Project, which aims to assess the effects of multiple, interacting stressors on water quality, habitat and wildlife. WED is one of four ecological effects divisions of the National Health and Environmental Effects Research Laboratory. The four divisions are distributed biogeographically. WED's mission is 1) to provide EPA with national scientific leadership for terrestrial and regional-scale ecology, and 2) to develop the scientific basis for assessing the condition and response of ecological resources of the western United States. The student contractor shall assist in verifying the dynamic linkage between a surface hydrology model (TOPMODEL) and a terrestrial biogeochemistry model (GEM). This model verification exercise will primarily focus on intensively monitored watersheds (e.g., W10, W1 and W3) at the H.J. Andrews Experimental Forest in the western Oregon Cascades. The student contractor shall collect, analyze and summarize hydrologic and biogeochemical data for these watersheds to assist a modeling team that includes scientists with WED, Oregon State University, Georgia Institute of Technology, and the Marine Biological Laboratory. The modeling team will use these data in combination with other available data (climate, soil, elevation, etc.) to verify model predictions describing (1) the timing and rates of downslope transport of water and nutrients, and (2) stream discharge and chemistry. This task will require experimental research to elucidate processes controlling the transport of water and nitrogen (N) within the saturated and unsaturated soil zones, and discharge to streams. The student contractor shall maintain clear and accurate documentation of the methods and QA/QC procedures used to collect and analyze the data. WED will provide overall contract supervision. The student contractor shall perform duties, as requested, according to the statement of work and instructions provided by the WED mentor. The student contractor will be strongly encouraged to publish the results of this work in the peer-reviewed scientific literature. Over site of the contract will be provided by the WED mentor, Dr. Robert McKane (mckane.bob@epa.gov). Additional training and consultation on experimental procedures and analyses relating to this contract will be provided by Dr. Jeffrey McDonnell, Professor and Richardson Chair in Watershed Science at Oregon State University. The contract performance period will start on or about November 15, 2005 through November 14, 2006. It is anticipated that the contractor shall work approximately 20 to 25 hours per week on this task, but not more than 1,185 hours. No hardware, software or other equipment will be provided by EPA under this contract. Student contractors are responsible for all costs of transportation between the principal duty station location and field site. EPA does not provide housing, meals or other living expenses while working at the principal duty station. The hourly rate of $26.05 is commensurate with the level of education and experience necessary for this position. Student contractors will be paid the basic hourly rate only for the number of hours worked and will not receive overtime premium. Student contractors do not accrue leave or holiday benefits and are not paid for any non-work days, regardless of the reason. Federal, State, land Social Security taxes will not be withheld; student contractors are responsible for reporting income to authorities and paying all taxes. Non-U.S. citizens may be eligible to participate, depending on their immigration status and the applicable regulations of the Bureau of Citizenship and Immigration (BCIS), formerly known as the Immigration and Naturalization Service. However, as a part of their application, non-US citizens must demonstrate that they hold an appropriate visa to allow them to work as an independent contractor for the duration of the contract. Students who are EPA ORD employees, or the spouse or child of an EPA ORD employee, are not eligible to participate.
