- This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. This notice is being issued as a Request for Quotations (RFQ) for one (1) job. The job consists of Canaveral Council of Technical Societies(CCTS) billing for and receiving NASA's portion of the funding to conduct the required annual Space Flight Awareness(SFA) Special Recognition Event. This notice is being issued as a sole source requirement for Canaveral Council of Technical Societies(CCTS), 1980 N ATL AVE STE 401, Cocoa Beach, FL 32931. Competition is impractical for the following reason: The CCTS is the only firm that provides this function. The CCTS has historically and voluntarily arranged and conducted the SFA Special Recognition Events. As part of this arrangement, CCTS voluntarily serves as the business agency to bill NASA and all participating contractors for their share of the costs of the SFA Honoree Event Activities. The provisions and clauses in the RFQ are those in effect through FAC 05-05. The NAICS Code and the small business size standard for this procurement are 813410 and $6 million revenue respectively. The offeror shall state in their offer their size status for this procurement. All responsible sources may submit an offer which shall be considered by the agency. Delivery to KSC is required on January 13, 2006. Delivery shall be FOB Destination. The DPAS rating for this procurement is DO-C9. Offers for the items(s) described above are due by 10/28/05 to Nancy Harvey, OP-ES, Kennedy Space Center, FL 32899 and must include the reference number, FOB destination to this Center, proposed delivery schedule, discount/payment terms, taxpayer identification number (TIN), DUNS number, CAGE Code, identification of any special commercial terms, and be signed by an authorized company representative. Offerors are encouraged to use the Standard Form 1449, Solicitation/Contract/Order for Commercial Items form found at URL: http://server-mpo.arc.nasa.gov/Services/NEFS/NEFSHome.tml Offerors shall provide the information required by FAR 52.212-1 (JAN 2005), Instructions to Offerors-Commercial, which is incorporated by reference. If the end product(s) offered is other than domestic end product(s) as defined in the clause entitled "Buy American Act -- Supplies," the offeror shall so state and shall list the country of origin. FAR 52.212-4 (OCT 2003), Contract Terms and Conditions-Commercial Items is applicable. Addenda to FAR 52.212-4 are as follows: FAR 52.204-7 (OCT 2003); FAR 52.209-6 (JAN 2005); FAR 52.227-14 (JUN 1987); FAR 52.247-34 (NOV 1991); NFS 1852.215-84 (OCT 2003); NFS 1852.225-70 (FEB 2000); NFS 1852.223-72 (APRIL 2002); NFS 1852.237-72 (JUNE 2005); and NFS 1852.237-73 (JUNE 2005). FAR 52.212-5 (JAN 2005), Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items is applicable and the following identified clauses are incorporated by reference: FAR 52.222-3 (June 2003); FAR 52.222-26 (Apr 2002) ; FAR 52.222-36 (Jun 1998) ; FAR 52.222-37 (Dec 2001) ; FAR 52.225-16 (Feb 2000) ; FAR 52.232-34 (May 1999) ; and FAR 52.222-42 (May 1989). Telephone questions will not be accepted. Selection and award will be made to the lowest priced, technically acceptable offeror, with acceptable past performance. Technical acceptability will be determined by review of information submitted by the offeror which must provide a description in sufficient detail to show that the product offered meets the Government's requirement. Offerors must include completed copies of the provision at 52.212-3, Offeror Representations and Certifications - Commercial Items with their offer. These representations and certifications will be incorporated by reference in any resultant contract. An ombudsman has been appointed -- See NASA Specific Note "B". Prospective offerors shall notify this office of their intent to submit an offer.
