Description
THIS IS A RE-SOLICITATION FOR LINE ITEMS NOT AWARDED UNDER THE PREVIOUS SOLICITATION ( DOC52PAPT0501009). The U.S. Patent and Trademark Office (USPTO) has a requirement for comprehensive services to provide an international search report and a written opinion under the provisions of the Patent Cooperation Treaty (PCT) for international applications in which the United States Patent and Trademark Office (USPTO) is the International Searching Authority (ISA). This acquisition is a pilot program, conducted in accordance with Division B, Section 801 of P.L. 108-447, the Consolidated Appropriations Act for 2005. The purpose of this pilot program is to demonstrate whether or not searches by commercial entities of the available prior art relating to the subject matter of inventions claimed in Patent Cooperation Treaty (PCT) patent applications are accurate and meet or exceed the standards of searches conducted by and used by the U.S. Patent and Trademark Office during the patent examination process. In accordance with the domestic source requirements of P.L. 108-447, searches by commercial entities must be performed in the United States by United States citizens. The USPTO anticipates awarding multiple Indefinite Delivery / Indefinite Quantity contracts. Award by line item is possible. The technical fields to be solicited are biotechnology, chemical, and physical sciences. The expected period of performance will be a 6 month base period, with a 6 month option period for a maximum period of performance of 12 months. The associated North American Industry Classification System (NAICS) code for this acquisition is 541990. The small business size standard is $6.0M. This acquisition will be set-aside 100% for small businesses. The Request for Proposals (RFP) will be posted (when available) to the following USPTO website established for this procurement: http://www.uspto.gov/web/offices/ac/comp/proc/currproj.htm. It is the offeror?s responsibility to monitor this website for release of the RFP. The RFP is scheduled for release on or about October 28, 2005.
