Description
This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Reference number 06LEL0001 applies to this request for quotation. This is a 100% set-aside for small business. One contract is anticipated to be awarded as a result of this synopsis. The NAICS code for this action is 611430 with a size standard of $6,000,000. The period of performance for the anticipated contract is December 20, 2005 ?V September 30, 2006. The Department of Homeland Security, Federal Law Enforcement Training Center has a requirement for an instructor for Federal Law Enforcement supervisors, as set forth in the following specification: Technical Knowledge Attachment A The Contractor must be able to instruct the following Federal legal topical areas as specified; as it relates to Federal Law Enforcement Supervisors. The Contractor must have supervised and managed Federal law enforcement personnel and their activities as a first line supervisor, mid-level manager and senior manager/administrator. The Contractor must have experience with teaching legal topics to the Federal law enforcement community. The Contractor must have experience instructing students from multiple Federal law enforcement agencies in a consolidated training course or program. The Contractor must be a practicing attorney specializing in Federal employment law and a member of a state bar association in one of the states, or District of Columbia in the United States. Education: Contractor must have a J. D. degree from an accredited university. Projected Training Dates: December 20 & 21, 2005 February 14 & 15, 2006 March 14 & 15, 2006 March 27 & 28, 2006 April 25 & 26, 2006 May 16 & 17, 2006 June 19 & 20, 2006 July 18 & 19, 2006 August 7 & 8, 2006 September 18 & 19, 2006 This will be a firm-fixed price award. The Contractor is responsible for his/her own transportation, lodging and any other costs associated with providing his/her services. **The following clauses and provisions in their latest edition will apply to this solicitation: ** FAR 52.212-1, Instructions to Offerors ?V Commercial Items FAR 52.212-2, Evaluation Commercial Items (Jan 1999). The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered.
