- The Department of Commerce, National Oceanic and Atmospheric Administration (DOC/NOAA) plans to seek proposals from small business firms for participation in Phase 1 of the Fiscal Year 2006 NOAA, Small Business Innovation Research (SBIR) program. The Phase 1 of the SBIR program implements the Small Business Innovation Research Re-authorization Act of 2000, Public Law (106-554.) The purpose of the Phase 1 of the SBIR program is for these firms to conduct research and development which will allow the Government to determine the scientific or technical merit/feasibility of concepts/ideas and quality of performance as a prerequisite for further DOC/NOAA support which may follow in the Phase 2 of the program. Any organizations/individuals receiving awards under the Phase 1 would be eligible to compete for the Phase 2 awards. The following are the NOAA research and development topics available for Phase 1, Ecosystems, Climate, Weather and Water, and Commerce and Transportation. The SBIR solicitation will be issued on or about November 1, 2005. The SBIR solicitation will be available at this Federal Business Opportunities website www.fbo.gov and on the NOAA website at www.ago.noaa.gov/ad/solindex.shtml . A period for clarifications and/or questions will be defined in the solicitation cover letter. Please do not submit questions at this time. After the solicitation is issued it will be the offerors responsibility to monitor this site( www.fbo.gov ) for amendments to the solicitation. The Government anticipates making multiple Phase 1 awards with a period of performance of six(6) months and a budget not to exceed $95,000. Any organization submitting a response to the above described solicitation must have current registration in the Central Contractor Registration(see website at www.ccr.gov ).
