- The Billings Area Indian Health Service (IHS) is requesting proposals in response to Request for Quotation (RFQ)-10-06-005-REL for three Contract Pharmacists for the Blackfeet Service Unit, PHS Indian Hospital, Browning, Montana. Anticipated coverage is fulltime or 2,080 hours per year. This includes weekdays ? Monday through Friday from 8:00 a.m. to 5:00 p.m.; Weeknights ? Monday through Friday from 5:00 p.m. to 8:00 p.m.; Weekends ? Friday through Monday from 8:00 a.m. to 5:00 p.m., and callback and federal holidays. The contract pharmacists shall provide comprehensive pharmacy services including but not limited to outpatient dispensing, counseling, and inpatient rotation duties (including weekends, holidays and callback); review prescriptions orders for safety and efficacy of therapy; read and interpret orders from primary care providers; compute dosages; identify therapeutic incompatibilities and take corrective action; instruction patient on proper use, actions, precautions, and storage of medication; attempt to maximize patient comprehension of medical therapy; advise patients on important drug-drug and drug-food interactions; use current pharmacy reference materials to provide accurate and timely drug-related information to members of the medical staff; participate in all pharmacy based patient monitoring programs within ability and training; keep appropriate records of all dispensing, this shall include controlled drugs; make appropriate entries into the permanent medical record; contract pharmacists must be trained in the area of RPMS and its relation to the electronic health record (EHR) programming; and must work under the general guidance of the IHS Pharmacy Policy and Procedures Manual. The Indian Health Service reserves the right to award either a single contract or multiple contracts as a result of this solicitation. The contract(s) shall be awarded pursuant to Federal Acquisition Regulation (FAR) 37.1, Personal Services Contract (Public Law 103-332, Department of the Interior and Related Agencies Appropriation Act, Title II, September 30, 1994, 108 Stat. 2530, as implemented by 25 U.S.C. 1638c), FAR Subpart 13.5, Test Program for Certain Commercial Items, and FAR Subpart 37.6, Performance-Based Contracts. The Federal Tort Claims Act for medical related claims is extended to the contractor for services performed within the scope of the personal services contract. The contract pharmacists shall be subject to a character investigation as required by Public Law 101-630, Indian Family Violence Prevention Act and Public Law 101-647, Crime Control Act. The contract(s) will be awarded for a base year (date of award through September 30, 2006) with two 12-month options.
