Description
The Simplified Acquisition of Base Engineering Requirements (SABER) Contract, at Eielson AFB, AK, will be a firm-fixed price indefinite delivery/indefinite quantity (IDIQ) type for estimating and construction efforts. This is an 8(a) competitive solicitation for NAICS Code 236220, Size Standard $28.5 million, and is reserved for certified 8(a) contractors having a bona fide place of business within the geographical boundaries of the Small Business Administration (SBA) District Office, Anchorage, Alaska; SBA Requirement Number: 7700-06-600040. All other firms are deemed ineligible to submit offers. Joint Venture Agreements ? Joint Ventures are allowable on competitive 8(a) set-asides. The Joint Venture Agreement (JVA) and all supporting documents (i.e., tax returns, financial statements, narratives, checklists etc.) must be submitted as soon as possible but no less than twenty (20) working days prior to the scheduled date for contract award. Incomplete packages will be returned without action. The Joint Venture Agreement must be approved by SBA prior to award of any resulting contract. Failure to obtain SBA?s approval of the JVA prior to award will result in SBA?s request to the buying activity to terminate the award. If you are contemplating a joint venture on this project, you must advise your assigned Business Development Specialist (BDS), in writing, as soon as possible. The successful contractor will be required to furnish all materials, equipment and personnel necessary to design, manage and accomplish individual projects under the purview of Eielson AFB, Alaska. During the contract period, the Base Civil Engineer (BCE) will identify construction tasks and the Contracting Officer will negotiate and issue individual delivery orders to the Contractor to complete them. Projects will be in support of real property maintenance, repair, alteration, and/or new construction. The work involved may include, but is not limited to carpentry, concrete, excavating, interior electrical, steam fitting plumbing, sheet metal, painting, demolition, concrete masonry, and welding. The government anticipates awarding one contract, which will consist of one (1) base performance period of twelve months from the date of award, with four (4) 12-month option periods, to be exercised at the government?s discretion. The guaranteed minimum is $100,000.00 for each performance period and the maximum ordering limitation is $50,000,000.00 over the life of the contract (cumulative). Bid Bonds will be required at time of bid proposals to assure payment and performance bonds are available at the time of negotiations. The Official Copy of the solicitation will not be provided on Compact Disk (CD-ROM) or paper and can only be accessed on the Federal Business Opportunities (FBO) Website: http://www.fbo.gov. The solicitation is anticipated to be posted on or about 11 Dec 2005. You must register on this site to receive notification of changes to the solicitation. Registration requires applicants to have a DUNS number from Dun and Bradstreet. Registration may take up to three weeks to process. Recommend registering immediately in order to be eligible for timely award.
