Description
The U.S. Army Communications  Electronics Life Cycle Management Command and Program Manager, Night Vision  Reconnaissance, Surveillance, and Target Acquisition is conducting a market Survey. The Government intends to solicit in the near future for the FY 06-FY10 full-rate production phase of the Horizontal Technology Integration (HTI) 2nd Generation Forward Looking Infrared (FLIR) program. The proposed acquisition is for award of an 5 Year - Indefinite Delivery/Indefinite Quantity (ID/IQ) contract with 2 Option Years for HTI Night Vision (NV)-80 Block 0 and Block 1 B-Kits, and 3 A-Kit variants (e.g. Commanders Independent Thermal Viewer (CITV), Commanders Independent Viewer (CIV), and Thermal Imaging System (TIS); for the purpose of this document, these items will henceforth be referred to as FLIR assemblies. The HTI NV-80 Block 0 and Block 1 B-Kits enable the insertion of a standard thermal sensor into the Armys highest priority ground based platforms through the use of vehicles sight-unique in tegration components called A-Kits. a)Description and Application - The purpose of this procurement is to acquire Horizontal Technology Integration (HTI) Night Vision FLIR Assemblies to meet the production requirements of the Bradley Fighting Vehicle System (BFVS) for integration into the Co mmanders Independent Viewer (CIV), the Improved Bradley Acquisition System (IBAS) systems, the Long Range Advanced Scout Surveillance System (LRAS3), and the Navys Close-In Weapon System (CIWS). Additionally, this procurement is to meet the production r equirements of the Abrams Tank for integration into the Commanders Independent Thermal Viewer (CITV) and the Thermal Imaging System (TIS). The HTI NV-80 B-Kit is incorporated into each of these sights or A-Kits: HTI NV-80 B-Kit - There are two configurati ons of the HTI NV-80 B-Kit to be procured: Block 0 and Block 1. Both Block 0 and Block 1 B-Kits consist of a Sensor Unit (SU), containing an Afocal, an Imager, and a Detector Cooler Bench Assembly. The Block 1 B-Kit also contains four Circuit Card Assem blies (CCA); while the Block 0 B-kit contains nine CCAs and a Common Electronics Unit (CEU). All production sights will use the Block 1 B-Kit; the Block 0 B-Kit will be procured for sustainment purposes only: CITV - the CITV consists of a B-Kit integrate d into a 2nd Generation CITV A-Kit. The CITV sights procured under this program will be delivered to the Abrams Tank contractor for integration into the M1A2 Abrams System Enhancement Program (SEP). TRU - the TIS consists of a B-Kit integrated into a 2nd Generation TRU. The TRUs procured under this program will be delivered to the Abrams Tank contractor for integration into the Abrams M1A2SEP Gunners Primary Sight (GPS). BICU - the TIS consists of a BICU integrated into a 2nd Generation TIS A-Kit. The BICUs procured under this program will be delivered to the Abrams Tank contractor for integration into the Abrams M1A2SEP Gunners Primary Sight (GPS). CIV  the CIV consists of a B-Kit integrated into a 2nd Generation CIV A-Kit. The CIV sights procured under this program will be delivered to the Bradley Fighting Vehicles contractor for integration into the family of Bradley Fighting Vehicles. b) Performance Requirements - The following list contains all of the performance specifications that the supplier will need to meet to be considered fully qualified for each of the items. To be considered fully qualified a prospective supplier will need to meet the yearly delivery rates for production quantities plus all possible spares. The first production year may require deliveries of 123 Block 1 B-Kits per month or higher starting in April of 2007. This monthly number does not include possible spares.
