Description
The United States Army Engineering and Support Center, Huntsville (USAESCH) intends to procure systems safety engineering and analysis support for the Department of Defense Explosive Safety Board (DDESB), the Risk Based Explosive Safety Criteria Team (RBESCT) working group, the RBESCT members and associates, and other government agencies. Potential offerors interested in this procurement shall be experienced firms with a North American Industry Classification System (NAICS) Code 541330, Engineering S ervices, with average annual receipts of $4 million or less for the past three (3) years. Experienced firms must be capable of putting a team of qualified and experienced personnel together to support all three of the functional areas of this acquisition . The three functional areas are: 1) General RBESCT Support; 2) SAFER Support; and 3) Other Support. Other support includes independent validation and verification support, NATO Risk Analysis Custodians Group support, Revision of TB 700-2 support, Progra mmatic Studies and Documentation, Instructional support, Cost Analysis, SciPan and SPIDER Test Programs support. The successful offeror must support 51 per cent of the contracted work. Contract period of performance is anticipated to be five (5) years (ba sic and four (4) optional years) with a total program value of approximately $7.5 million. The anticipated contract vehicle will be an indefinite delivery/indefinite quantity (IDIQ) contract against which task orders will be placed. Task orders may requi re the following: 1) Develop, document, and publish the Safety Assessment for Explosives Risk (SAFER) computer models; 2) Maintain ordnance software support systems, such as SAFER; 3) Provide support for development, quality assurance testing, integration testing, documentation, and maintenance of the software systems; 4) Provide copies executable SAFER software and current source code; 5) Modify and maintain the SAFER code; 6) Conduct technical analyses to assess the physical effects of explosives hazards ; 7) Review, develop, design, and document, explosives tests and test programs safety guidance, criteria, policy, or regulations; 8) Prepare technical documentation, agendas, briefings, progress reports, scheduling, PERT charts, minutes, training material, correspondence, and final reports; 9) Review explosive site plans, hazard classification packages, explosives test plans and reports, technical analysis of test data, and evaluate weapon designs; 10) Ensure expert consultation in explosive blast effects analysis (structural and personnel related), systems safety, explosives safety quantity distance criteria, and explosive characteristics of military munitions.
