Description

The work includes providing all labor, supervision, tools, materials, equipment, disposal, and transportation necessary for the annual removal of petroleum, oil and lubrication (POL); removal of excessive sludge accumulated within the Oil Water Separator, trench drains, and/or lift sumps (collectors); and proper handling/disposal of POL products, petroleum contaminated water, and sludge collected, and for emergency responses in the area of responsibility of Naval Air Station, Brunswick, Maine to include: Cutler, Maine, Prospect Harbor, Maine, Topsham, Maine, and Rangeley, Maine. This is a combination Firm Fixed Price and Indefinite Quantity Contract with one base year and four option periods not to exceed a total of 60 months. This procurement will be issued as a NAVFAC Electronic Facilities Support Contract with online ordering using DoD EMALL. Acceptance of Government Purchase Credit Cards is required along with the purchase of DoD EMALL Encrypted Software. Estimated cost range is between $500,000 and $1,000,000. This solicitation will be issued as unrestricted. The Contractor shall perform on the site, and with its own organization, work equivalent to 100 percent of the total amount of work to be performed under the contract. The contractor must be a licensed hazardous waste transporter, holding all applicable Federal and State of Maine license and certifications. Contractor shall retain a United States Coast Guard ?A?, ?B?, ?C?, ?D? and ?E? rating for Rivers and Canals Environment as currently revised. The response date shown is an estimated date. PROSPECTIVE CONTRACTORS MUST BE REGISTERED IN THE CENTRAL CONTRACTORS REGISTRATION DATABASE at https://www.bpn.gov/CCR/scripts/index.html. BIDDERS ARE FURTHER ADVISED THAT FAILURE TO REGISTER IN THE DOD CENTRAL REGISTRATION DATABSE MAY RENDER YOUR FIRM INELIGIBLE FOR AWARD. Replies to this notice are request for NAICS Code 562998, All Other Miscellaneous Waste Management Services. Bids received from all responsible sources shall be considered. The Government intends to issue this solicitation through the use of the Internet. Notification of any changes to this solicitation (amendments) shall be made only on the Internet and the official Plan Holder's list will be maintained on, and can be printed from the Internet site. All prospective bidders must register as plan holders on the Internet EBS web site for this project. Each company must indicate it's name, address, phone number, and E-mail address; identify whether the firm is Prime, Sub or Supplier, and indicate whether firm is a Small Business, Small Disadvantaged Business or Large Business or if firm is a Woman-owned Business. Plan Centers are also required to register. It is therefore the Contractor's responsibility to check the below listed address daily for any posted changes to solicitation's plans and specifications.
