Description
The FISC Norfolk Contracting Department Philadelphia Division announces its intent to issue a 100% small business set-aside solicitation for On-site administrative support services for the Administrative Support Branch (ASB) of the Department of Navy Central Adjudication Facility (DON CAF) located in Washington, DC. The major components within the ASB are the DON CAF mailroom; Case Assignment section; and the Adjudicative Central Files (ACF). The overall task description of each DON CAF component is outlined as follows: Mailroom: Operates a large-volume mailroom. Handles incoming and outgoing mail daily. Maintains required statistical data regarding incoming mail. Sorts and distributes mail and ensures it is prepared for case assignment within 24 hours of receipt; Case Assignment: Ensures all incoming mail is accurately coded/assigned into DON CAF internal database daily before 1:00pm, local time. Applies correct codes and proper suspense dates into the database. Validates the integrity of the entries to minimize errors; and Adjudicative Central Files: Ensures all files are correctly prepared and filed. Ensures files are retrieved and matched with incoming mail prior to coding and distributing to adjudicators. Maintains the suspense roster and ensures suspense dates are current. The awardee shall perform the following tasks:Task 1: Receive, Date Stamp, Count, Sort and Distribute Incoming Mail; Task 2: Mailroom statistics; Task 3: Outgoing mail; Task 4: Assigning Mail to Adjudicators; Task 5: Pending Completions and Research, Recertify and Upgrade (RRU) referrals; Task 6: Burn Bag Run; Task 7: Central Files and Task 8: Develop Internal SOP. This requirement will be evaluated on a best value basis and offerors will be expected to submit both price and technical proposals for the consideration of the Government. All qualified small businesses are encouraged to submit proposals for consideration of the Government. A Firm Fixed Price type contract with a base period of six months with four one-year option periods is anticipated to result from the solicitation. It is the intention of the Navy to issue this RFP through electronic means only. This RFP shall be available upon issuance at http://www.neco.navy.mil. All contractors must be registered in the Central Contractor Registration. The NAICS code for this requirement is 561110 and the applicable size standard is $ 6 million. .
